The way it works is at 750 million population you get a special issue where you can name your leader. At 250 million you can do the same for your capital, and at 1 billion you can do your religion. At 500 million you can give yourself a custom pretitle.

Custom pretitles? I thought you could only get them if a moderator gave them to you.

It's just ignorant people. There is a stigma in Kaltovar against anyone who doesn't do the 6 year conscription. The lowest common denominator of society isn't going to be able to always figure out nuanced positions like being pacifist because of a religion, especially since over 99% of people in Kaltovar are atheist.

A lot of people also like Gong a lot, especially government people because Gong usually makes their job easier and solves problems.
