Simple my friend, the immigrants from other countries brought their designs to the American colonies at that time, and they were adapted.

Also because of British bureaucracy and the fact that the Brown Bess, which was the British Army main weapon at that time, was easily mass produced for their troops and was a workhorse for the British Army for many more years to come.

The rifle I spoke of, the Pennsylvania Rifle, was made/based off of a design brought to the colonies by German immigrants who used such a similar weapon. Backwoodsmen, country folk and overall hunters adapted such rifles, and when the revolution came about, they adapted them to the battlefield.
