The Shadow Cult directly intervened in the Confederation this week through the declarations of Direktorate Order 2 and Direktorate Order 3.
DO#2 saw several minor updates to the Imperial Constitution, the Confederation Government and the Code of Law. Most significant of these was the renaming of the Ministry of Communications to the Ministry of State Broadcasting, and the expansion of the Code of Law's Chapter One - Definitions.
DO#3 overturned all state awards received by any person of Shronok.

The Confederation prospers under the Shadow Cult. There are only two matters of importance to have occurred this week:
Almost immediately proceeding my previous report, in which I expressed disappointment in the lack of senatorial activity, the President began a vote on IS#12: Motion to Regulate Weapons of Mass Destruction, with the intention of replacing the former Weapons of Mass Destruction Act 2019 (an outdated piece of legislation). IS#12 carried and was enacted. I commend the President's work in replacing outdated legislation, and would encourage him to keep up such important work in a bid to make our Confederation as efficient as possible.
Meanwhile, I have received the orders issued from the High-Direktor in his Direktorate Order 3. All state honours previously awarded to individuals from the nation of Shronok have been revoked and scrubbed from the Confederation's records. Traitors shall never be granted any recognition by our Confederation.
I stand ready to serve our hallowed region.

The regional response to the Commission to the World Assembly's regional telegram and RMB post regarding the Confederation's World Assembly engagement has resulted in significant, measurable improvements to the Confederation's standings in international rankings:*
The Delegate endorsement count has increased by 6, from 165 to 171.
The percentage of World Assembly nations has increased from 43.5% to 45.2%. On this score, the Confederation is now tied with Europe for first in the world (among large regions).
The percentage of Delegate endorsements has increased from 84.6% to 85.1%.
The average endorsement count per nation has increased from 7.32 (28th) to 8.12 (25th).
I am extremely pleased to note this progress. Several initiatives have been developed by the Commission to the World Assembly and will be released in the coming weeks, with the hope that we will see this trend continue, strengthening our region's standing among the elite regions of the world.

Salutations! Senate affairs look to be rather bright. As usual, I have updated the Senate documents. The President and Cabinet (the Department of Arts and Communications more so) are being highly productive, and we seem to be moving towards a more independent, stable government. Now I look towards expanding the Senate itself. A new party is being formed (always a welcome addition), and I am planning a new program to assist new parties in forming and establishing themselves, without hand-holding them of course. More concrete details of this will be reported next week.
I am also pleased to report that I shall resume the practice (which I had unfortunately let lapse) of making an announcement on the state of the Senate every week on the RMB. Accompanying this, I shall now send a telegram to the region encouraging nations to join the Imperial Senate. I have no doubt that this will grow the Senate majestically.

Little at present in the outside world impacts our grand Confederation. The Ministry this week mainly focused on the clerical work of maintaining regional embassies, and executing the highest standards of interregional communication. Several requests for embassies were received this week; all were declined for a variety of reasons including: lacking regional activity; lacking regional World Assembly presence; and, most notably, questionable and arguably heinous regional ideologies. The Confederation does not support OOC fascism or communism, and the Ministry of Foreign Affairs will continue to stand firm on its zero stance policy towards those perpetuating such vulgar behaviour.

OOC: Since there were no more additions, complaints or ideas concerning the Defense Alliance, I'm going to assume that everyone involved is happy with what we have worked out so far.
I would like to write the official document for the Alliance, concerning our purpose, response to aggression, some simple rules and the like.
So I'm asking all nations interested in joining the Defense Alliance, to please, once again, state their interest, so we can add them to the list of member nations.
We have also made a Discord server, where we can discuss our response to aggressions against member nations in detail. If you would like to join, you can ask 
The Yeetusa, Golden impirial utopia or me for the invitation link. We also extend this invitation to the members of the Imperial Council, for the sake of transparency and to underline, that the Defense Alliance has absolutely no political ambitions within or outside of the Confederation.
OOC: Since my nation doesn't know about the overwhelming support for the communists and because they really, really don't like those anti-capitalist lunatics, I will be supporting the Emperor, as a thanks for his support in my recent war.
Since that war has not been over for long and my troops are still occupied with clearing out the remaining resistance, rebuilding vital infrastructure and making sure, that our new neighbours know, where their countries end and ours begins, I won't be able to send in my ground troops just yet.
Instead, I will be sending large junks of my Air Force - 8.000 aircraft, along with 180.000 men (pilots, maintenance personnel and paratroopers) - once the plea for help acutally reaches us.
Let's just hope some other nations come to their senses and help defend against the communist threat.

Alright, I am leaving as I speak, and I will not be very active for a bit. My plan is to crunch numbers, create a map, and decide who is a traitor, and who is loyal. At least 3 provinces are Rebels, 5 1/2 Orders of the Knights of Alexandria are rebels, 6 Royal Guards are traitors. That is what I will tell you, and you can plan accordingly. So far, the Rebels have been promised more men than Alexander, but there are 4 nations that have not told me the exact numbers. I leave you all for a while, and if you want me to see something, just TG me, or post, and TG me what you posted to ensure that I see it.

The Imperial Senate is now voting on the Motion to enact the Government Act 2020. To vote, you only need to join the World Assembly, and endorse our WA delegate ShrewLlamaLand, while you are at it, why not endorse the other members of the Imperial Council as well.

I. SOVEREIGNTY - We believe that all Confederation member states should be free to govern their subjects however they wish; whether corrupt or fair, liberal or repressive.
II. PRAGMATISM - We take a realistic approach to solving the Confederation's problems, and avoid tribalism and ideology.
III. LOYALTY - We are not loyal to any ideologies or group interests, but to the Confederation alone. We will always put the interests of the CCD first.
IV. INTEGRITY - The UP should be a party you can trust. We pledge to work hard in order to expose corruption, opportunism, and foreign influence.
The UP is led by the chairman (currently Clippius maximus), who has complete control over the party. The vice-chairman (position currently vacant) is appointed by the chairman. S/he assists the chairman, and leads the party in the chairman's absence.

Voting against due to a typographical error in Article III.i, lack of clarity in Articles IV.iii, IV.ii, III.iv, III.v, III.vi.c, and III.iii.a, seemingly absurd expectations in III.iii.b, and a general lack of understanding as to why this is at all necessary in the first place. The duties of the various positions have been made clear by the Imperial Senate Act and IS#7, and all this seems to do is add arbitrary and irrelevant powers and responsibilities. I’m not trying to attack anyone, but I honestly don’t see the purpose of this bill.

I would like to first say that a draft of the motion was in the CCD discord server for a week before it went to poll, and it is no secret that the Director of arts and communications was working on it, so there was plenty of time to voice your concerns, and second the imperial senate act does not define the positions, it loosely defines the responsibilities, for example, the Secretary of defence is outlined as "shall oversee military operations within the Confederation, catalogue information on nations' military assets and provide public reports on resolved and ongoing conflicts." whilst granting the Secretary no tangible authority to enforce those responsibilities.
This motion would more clearly and permanently outline the exact powers, responsibilities and authority granted to each department.
