I don't understand why I was tag in this
Law enforcement officers, eg those in New York state, were protected from having their personnel records released. This resolution would help to remove the ability for complaints against a specific officer to be easily swept under the rug. The proposal mandates the release of such records related to investigations on whether an officer maims or kills someone, if an officer is found to have coerced sexual acts, and if an officer is found to have lied in an official capacity.
There are reasonable limitations as to law enforcement's ability to redact such files, protecting public privacy, national security, and abiding by international requirements. We are concerned, however, about the possibility that officer records could be destroyed, which is not noted in the resolution. Nor does the resolution handle the possibility that high costs could be charged for these records.
Such questions could be addressed in other legislation, but probably ought to have been addressed here. We feel that a vote for the resolution, nevertheless, is warranted.
