Tricky, but quite doable. Tethysi are highly intelligent, insightful and perceptive, but their devotion to story can be manipulated by a keen enough mind, and they greatly respect strength and cunning, which good old Sheev had in ample supply. However, once he was in place, it would probably once again become much harder for him to stay there, as there is nothing that rouses the Tethysi like a powerful villain to oppose.

It could never happen, first of all, because nobody outside Kharostia's present contacts knows about, much less understands, its existence.

And mandatory ID tagging, DNA sampling amongst other things.

I'd say low probability, as he would also have to incite a revolution to overthrow an entire technocratic goverment.
