Phase 1 : The lowest and most causal for no threat. Very light military presence to none. Nuclear Weapons aren't allowed at all
Phase 2 : The second Lowest having little to very light military presence but no threat. Nuclear weapons are not allowed.
Phase 3 : Known to many experts as the neutral phase, military is median presence. Nuclear weapons are not allowed.
Phase 4 : Only once this was ever used, the Military is on high alert for the threat being serious. Nuclear weapons are the last resort.
Phase 5 : The highest phase and the dangerous phase as well with the military on the maximum level of alert with nuclear weapons as an option.
