an endorsement cap (endocap) is a limit on the endorsements a member of a region is allowed to have, usually to prevent accidental delegate overthrow afaik. i presumed your statement was a sort of correction on the matter, do correct me if i’m wrong.
As the MoWAA; I'm actually fairly sure that would be the MoDA's area, funnily enough.
For the record, Likhinia's explanation is more or less correct - though there is often nothing accidental about delegate overthrows. A cap on endorsements is essential to the security of the region, particularly as certain elements on the site have decided that we don't get to be a Stronghold with Governor, for, no reason beyond petty dislike.
My point was we shouldn't be felt compelled to endorse anyone. I've been banned from 3 regions in 3 days for not endorsing their "chosen leader" I'll endorsed who my ethics dictate I should endorse
