The North Pacific was probably created by a player, but this would have predated there being founders. Who this might have been is completely unknown, as the site did not record such things back then. It would have been made into one of the regions new nations appear in shortly afterward.

I might be wrong however, it may have been created by admin.

This is about as much as we know about the very earliest days of The North Pacific.
