Even with DF as high as yours fielding 16 million personnel would be incredibly hard and place an insane strain on your national logistics.

According to some google thing I just read, in ideal conditions, professional soldiers could reload Smoothbore Muskets in 15-20 seconds. Since I think we'll be relying on them for a while, that's what I want to try and accomplish. I will also be voiding the WMD policy.
