You intended that as a joke but there are in fact not enough subs to do all the missions regional commanders are asking for. The Virginia class submarine program is run very well. It sets an example of efficiency. It would be wrong to punish them by interfering with their tightly run schedule. Eliminating an attack boat would put the yard that builds them out of work for a full year, unless you pay on deficit and plan on not buying one at the end of production, whenever that will be. Not a great idea either way. You'd have to slow down production on other boats to keep the yard open and the highly skilled employees retained. That would dramatically increase the cost of the affected subs, decrease the efficiency of the program, not to mention reducing the number of subs entering the fleet. We may very well decommission more than we build for a few years after that. The Columbia class program has zero room for alterations of any sort. Cutting a boat off the end would cause the entire production plan to be reworked. Everything is being based on the assumption that the exact number of subs planned will be built, on schedule. The Navy and Congress sat down and decided exactly what they needed, and have committed to that plan. Altering it would force subcontractors to rework their business plans, result in price increases for the subs that are built, and cause another Revolt of the Admirals. Again, in the end you are not saving money, you may very well end up spending more. All to repaint a stupid f*cking wall.

Section 1: Challenge elections shall be held for the purpose of maintaining a fresh cycle of officers. Any non-officer can challenge an officer for their position through an election. Challenge elections may only occur after the defending officer has spent 30 days in office, or is clearly unwilling to or incapable of fulfilling their duties as judged by the President (or the Founder if the defending officer is the President). Any other non-officer who was not the challenger may also run for the position in the same election; there is no limit to the amount of candidates that may run. An officer must resign their current position if they choose to run for another position.
