The hard-nosed, cynical, devout population of 4.21 billion Imperial citizens are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, well-organized government juggles the competing demands of Law & Order, Education, and Defense. It meets to discuss matters of state in the capital city of Bastion. The average income tax rate is 91.3%, and even higher for the wealthy.

The frighteningly efficient imperial economy, worth 507 trillion Imperial credits a year, is led by the Arms Manufacturing industry, with major contributions from Trout Farming, Basket Weaving, and Tourism.
