The Grand Duchy of Last Breath is a massive, orderly nation, ruled by High Overlord Gerald with an iron fist, and renowned for its lack of airports, compulsory vegetarianism, and anti-smoking policies. The hard-nosed, cynical, humorless, devout population of 3.019 billion Last Breathians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

It is difficult to tell where the omnipresent, corrupt, moralistic, socially-minded, well-organized government stops and the rest of society begins, but it juggles the competing demands of Law & Order, Spirituality, and Environment. It meets to discuss matters of state in the capital city of A Random Hooverville. The average income tax rate is 92.6%, and even higher for the wealthy.

The large but sluggish Last Breathian economy, worth 107 trillion Coinages a year, is driven almost entirely by government activity, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, extremely specialized black market in Uranium Mining and Trout Farming. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. State-owned companies are the norm. Average income is 35,712 Coinages, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Immigrant herding has become a national pastime, the practice of capital punishment proves divisive, the new intercity submarine SSN Dead Cow Warrior instills terror in claustrophobic travellers, and the words 'private' and 'enterprise' must never appear in the same sentence. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force. Last Breath's national animal is the Dead cow, which frolics freely in the nation's many lush forests, and its national religion is misanthropy.
