We, the Parties of this treaty, striving for greater cooperation between our regions, recognizing our shared commitment to defender values, and acknowledging our interconnected friendship and collaboration including through existing treaties and alliances, agree to establish the Aegis Accords.

Article 1: Mutual Recognition

The Parties to this treaty recognize the government of each Party, based upon its constituting instruments and laws, as legitimate and will not extend that recognition to any government that comes to power unlawfully.

A Party must maintain in-game embassies with all other Parties. When applicable, a Party must maintain off-site embassies with other Parties. It is also recommended Parties exchange diplomats with all other Parties.

Article 2: Non-Aggression and Mutual Defense

The Parties vow to never attack the home region or Protected Regions of another Party, nor participate in any action with the intent to overthrow a Party’s legitimate government or conspire to the same.

A Party must not conduct clandestine operations, espionage, or any other forms of spying against another Party.

The Parties agree to provide military assistance where possible in the event of a military attack, which includes but is not limited to a coup d’état, an invasion, or a raid, against the home region of another Party or a Protected Region thereof.

Article 3: Intelligence Sharing

A Party must provide the Parties any intelligence it holds that is relevant to military hostilities, a coup d’état, or any acts of subversion against the home region, Protected Regions, or legitimate government of another Party.

Intelligence must be shared with the relevant security organization or other entity per each Party’s wishes, as recognized in a Treaty Annex.

The Parties agree to maintain the classified nature of sensitive information regarding military affairs that concerns the other Parties or their defensive military operations, unless they are authorized to share the information by the Party whom the information concerns.

Article 4: Cooperation

The Parties declare that they share the general goal of protecting the sovereignty of NationStates regions and self-identify as Defender regions.

The Parties to this treaty shall strive for closer cooperation in defensive military operations and liberations of innocent regions across NationStates.

The Parties will also cooperate to counter quorum raiding, the tactic of disrupting the quorum of a proposal in the World Assembly by raiding regions whose Delegates have approved it, when it is being committed against regions not espousing hateful ideologies or otherwise posing a threat to other NationStates communities.

The Parties agree to provide military assistance to lawful transitions of power between World Assembly Delegates of a Party, if requested.

The Parties to this treaty will endeavor to conduct communal cultural activities with one or more of the other Parties to benefit the people of all Parties and strengthen the causes of peace, liberty, and defending, when feasible to do so.

The Parties to this treaty will share strategies and techniques to further develop the endorsement culture of their respective regions and to increase the number of endorsements of their respective World Assembly Delegates.

The Parties to this treaty agree to develop communal strategies to improve the quality and superiority of potatoes above all other foods, as is right and proper.

Article 5: Councils

A Council of the Parties is defined as an official meeting of the Parties in order to discuss a matter relevant to this treaty.

Any Party may call a Council of the Parties. A Council of the Parties has the power to:

Approve a request by a region to accede to this treaty.

Expel a Party if that Party violates this treaty or otherwise shows concerning behavior.

Recognise a region as a Protected Region of a Party.

Propose an amendment to this treaty for the Parties’ ratification.

Each Party may send one voting representative to the Council. The Council begins once 75% of all Parties declare attendance. If a Party does not send a representative to the Council, it must provide an explanation for its absence. Parties may switch representatives during a Council.

Once a matter has been before the Council for a week, any voting representative may move it to a vote with a second from another representative. A motion to vote beforehand requires the stated support of over 50% of Parties.

Votes will be open for a week or until the requisite majority has been attained, whichever occurs first.

Votes before the Council, not including motions to vote, must achieve a 75% majority of all voting representatives to be considered 'Passed' before the Council. Any representative who abstains shall not be counted in the vote tally.

If a Council is called to expel a Party from this treaty or to remove recognition of a Protected Region of a Party, the Party in question may discuss in the Council but cannot vote and the Party’s attendance will not impact the presence of a quorum.

The voting representative of the Party who called the Council is responsible for monitoring the discussion time, opening votes, closing votes, and announcing vote results. They may, with the support of another Party, adjourn the Council if a vote is not held within four weeks of the Council convening. Should the voting representative of said Party switch out with another representative, the new representative shall assume the duties of the previous representative.

Once the Council has dealt with the matters for which it was convened, it must adjourn.

Article 6: Ratification, Expulsion, Withdrawal, Protected Regions

Any region interested in acceding to the treaty must make a formal request to a Party to this treaty.

If the request is approved by the Council and this treaty is approved by the applying region in accordance with its laws or norms, the applying region becomes a Party to this treaty.

If a Party violates this treaty or otherwise shows concerning behavior, another Party may call a Council to discuss expelling the Party in question. If the Council decides to expel the Party, it ceases to be a Party to this treaty.

A Party may withdraw from the treaty by providing at least seven days notice to the other Parties.

The Council may declare any region to be a Protected Region, to which the Parties will extend their defense and intelligence obligations. Protected Regions are to be listed in a Treaty Annex.

Any Party may call a Council to remove recognition of a Protected Region for any reason.

Article 7: Amendments

A Party may call a Council to discuss and vote on a proposed amendment to this treaty.

If a proposed amendment is approved by the Council, the proposed amendment is sent to each of the Parties for its ratification. A Party must notify the Council of its ratification or rejection of the proposed amendment. The proposed amendment goes into effect once all Parties have ratified it, or 1 month after its approval by the Council if no Party has rejected it, whichever occurs earlier. If a Party rejects an amendment, it shall be considered failed and will not be enacted.

A Party that failed to ratify or reject the proposed amendment within 1 month of Council approval is eligible for expulsion for inactivity.

Article 8: Deposition and Annexes

The Parties must publicly record the complete text of this treaty in their respective appropriate record-keeping places.

Alongside the complete text of the treaty shall be placed any annexes, which shall be updated as appropriate by the Parties. Establishment, abolishment, and/or update to an annex shall not be considered an amendment to this treaty.

Annex IV: Regarding Intelligence Sharing

Parties will promptly notify each other of any leak of confidential information. A leak of confidential information consists of the act of distributing information (a) that originates on the regional forum or official Discord server of the aggrieved party; (b) that is not accessible to the recipient except by circumventing technical security measures; and (c) when the distribution has not been shared by the appropriate regional authorities of the aggrieved party.

The notification shall include all information that is in the Party's possession, including: (a) the confidential information that was leaked; (b) the time when the Party became aware of the leak; (c) the method or circumstances under which the Party became aware of the leak, unless doing so would jeopardise a lawful intelligence gathering operation; (d) the person(s) responsible for the leak; and (e) any other information that could be reasonably be of assistance in identify the circumstances under which the leak occurred.

1 Preliminaries

1.1 Nature

1.1.1. The Award Accords (the Accords) is a binding treaty between the Parties.

1.2 Purpose

1.2.1. The purpose of the Accords is to allow the Parties, being leading defender groups, to host the Defender Awards.

1.2.2. The Parties recognise the historical heritage of the Defender Awards and their status as a defending institution.

1.2.3. The Parties recognise the Defender Awards held under the Accords as a direct successor to the Defender Awards held prior to the Accords.

1.3 Interpretation

In the Accords:

Host means the Party currently hosting the Defender Awards in accordance with Section 2.
Law includes any established practice in the absence of applicable law.
Party means a party to the Accords in accordance with Section 1.5.
Special Majority means the affirmative vote of at least two-thirds of Parties.

1.4 Parties’ obligations

1.4.1. The Parties must comply with their obligations in the Accords.

1.4.2. Matters not covered in the Accords are left to the determination of the Parties. The Parties must have regard to the purpose of the Accords and to the spirit of the Defender Awards.

1.4.3. The Parties agree to discuss and resolve any disputes that arise from the Accords amicably and through appropriate private diplomatic channels.

1.5 Parties

1.5.1. The Parties to the Accords are each of the following regions or groups that has ratified the Accords in accordance with its Law by the time the Accords come into force in accordance with clause 4.1:
10000 Islands
The Grey Wardens
The League
The Rejected Realms Army
The South Pacific
The Union of Democratic States.

1.5.2. A region or group ceases to be a Party if it:
Ceases to exist;
Renounces its defender status;
Participates in the invasion of another Party; or
Announces its intention, in accordance with its Law, to cease to be a Party.

1.5.3. A region or group also ceases to be a Party with the agreement of a Special Majority.

1.5.4. A region or group may become a Party with the agreement of a Special Majority. The new Party will be added to Section 2.2 in the final position, unless otherwise agreed by a Special Majority.

2 Hosting of the Defender Awards

2.1. The Defender Awards are held once every calendar year.

2.2. The Parties are to host the Defender Award in the following order, beginning in 2023:
The League
10000 Islands
The South Pacific
The Grey Wardens
The Union of Democratic States
The Rejected Realms Army

2.3. If a Party is unable to host the Defender Awards in its designated year, it must inform the other Parties as soon as possible. The next scheduled host that is able to host the Defender Awards must take over hosting, and the two Parties swap their places in the hosting order. The Parties may publish a hosting order list reflecting any changes made to the order in clause 2.2.

2.4. Any other change to the hosting order in Section 2.2 must be agreed to by a Special Majority.

3 Conduct of the Defender Awards

3.1. Announcement

3.1.1. The Host must publicly announce the proposed schedule for the awards, and the awards to be awarded under Section 3.2, at least 72 hours before the beginning of nominations.

3.2 The Awards

3.2.1. The staple awards must be awarded. The Host must decide which of the optional awards, if any, are to be awarded. The Host may propose additional awards, which must be agreed to by a Special Majority.

3.2.2. The staple awards are the following awards, as described in previous Defender Awards:

3.3. Nominations

3.3.1. If a player proposes a nomination, and it is seconded by another player within the nomination period, the nominee must be placed on the ballot.

3.3.2. Despite clause 3.3.1, the Host may reject a nomination made in bad faith. A rejection must be made as soon as reasonably practicable after the nomination, and the rejection must be communicated to every other Party at least 24 hours prior to the end of the nomination period (which may be extended if necessary). A Party may object to the rejection prior to the end of the nomination period. If an objection is made, a majority vote of the Parties is required to uphold the rejection. Parties have 48 hours to vote on the rejection, and the nomination period must not end during the vote.

3.3.3. The Host must allow at least 7 days for the nomination period.

3.4. Voting

3.4.1. The Host must publicise a ballot containing all nominations made for all awards at the beginning of the voting period.

3.4.2. The Host must allow a period of at least 7 days for voting.

3.5. Means of nominations and voting

3.5.1. The Host must either:
host the Defender Awards in a platform that is publicly available, irrespective of gameplay alignment or regional affiliation, and viewable by unregistered users; or
publish all information required to participate in the Defender Awards, including in relation to nomination and voting, in a regularly updated dispatch on the NationStates site.

3.5.2. The Host must accept nominations and votes via Telegram from any NationStates player whose identity it can ascertain and who is of good out-of-character standing. The Host may also accept nominations and votes in any other way.

3.5.3. The nation that publishes the Dispatch and accepts nominations and votes via Telegram must have “Defender Awards” in its name.

4 Final Matters

4.1. The Accords come into force on 16 February 2023 if there are at least 4 Parties.

4.2. Except as otherwise provided, the Accords may be amended by an agreement of all Parties.

4.3. A Special Majority may agree to terminate the Accords.

Article I. Mutual Recognition

Section 1. The parties to this treaty recognize as legitimate governments that government espoused by the authoritative representatives of each region, and will not extend that recognition to any government otherwise represented.

Section 2. 10000 Islands shall be authoritatively represented by the Council of Nine, as the official government of the region, led by the Chief Executive.

Section 3. The Order of the Grey Wardens shall be authoritatively represented by the First Warden as its head of governance, or in their absence by the High Constable, or in their absence by the collective of Warden-Commanders.

Section 4. Should the government of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.

Section 5. A “territory” of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below. Additional territories may be added through a mutually agreed amendment of the list by both parties:
10000 Islands, as the home region of 10000 Islands.
A Taco Paradise, as a territory of 10000 Islands.
The Order of the Grey Wardens, as the home region of The Order of the Grey Wardens.
The Amaranthine Isles, as a territory of The Order of the Grey Wardens.
The Frontier, as a territory of The Order of the Grey Wardens.

Section 6. In recognition of diplomatic relations between them, the parties’ home regions shall maintain in-game embassies, off-site embassies on their respective regional platforms, and diplomatic representatives within each other's regions, to the best of their abilities.

Article II. Non-Aggression and Mutual Defense

Section 1. The parties to this treaty agree not to attack the home region or any territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.

Section 2. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.

Section 3. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.

Section 4. Both parties will, in good faith, agree to provide intelligence to the appropriate security organs on the acts or intentions of any party engaging in military hostilities, a coup d’état, or any acts of subversion against the home region, territory, or legitimate government of either party. For 10000 Islands, the appropriate security organ will be the Chief Executive and Field Commander of the Ten Thousand Islands Treaty Organisation. For The Order of the Grey Wardens, the appropriate security organ will be the First Warden.

Section 5. The parties to this treaty may seek assistance for the self-defense of their home region or a territory by lodging an official request with the appropriate officials.

Section 7. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or territories.

Article III. Military Cooperation

Section 1. The parties to this treaty agree to seek opportunities for military cooperation in defensive and liberation operations.

Section 2. Both parties agree to share intelligence as circumstances permit for the purposes of conducting defensive operations. Both parties agree to keep classified any sensitive information regarding military affairs that concerns the other party or its defense operations, and only publish that information in a manner mutually agreed upon.

Article IV. Further Cooperation

Section 1. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if operational circumstances permit.

Section 2. The parties to this treaty will endeavor to conduct communal cultural activities. This will include military confidence building measures and wargames at least once per year.

Section 3. The parties will not conduct deliberate recruitment against either’s home regions or territories and will exclude the other party from recruitment programs of that nature whenever possible.

Article V. Ratification, Dispute Settlement, Suspension of Terms, and Termination of the Treaty.

Section 1. This treaty shall enter into effect upon completion of the respective lawful ratification processes of 10000 Islands and The Order of the Grey Wardens.

Section 2. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.

Section 3. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.

Section 4. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party. Termination of this treaty shall not itself be interpreted as an act of aggression.

WHEREAS The Republic of Europeia (“Europeia”) and The Order of the Grey Wardens have endeavored to develop robust UCR communities rooted in sovereignty;

WHEREAS Europeia and The Order of the Grey Wardens have a foundation of friendship and military cooperation;

WHEREAS Europeia and The Order of the Grey Wardens wish to continue building the relationship we share;

NOW, THEREFORE, Europeia and The Order of the Grey Wardens agree to the following:

1. Sovereignty

(a) Europeia will recognize only the legitimate governance of The Order of the Grey Wardens, as determined by Warden-Commanders, as representative of the Region and People of The Order of the Grey Wardens or its protectorates.

(b) The Order of the Grey Wardens will recognize only the legitimate government of Europeia, as determined by Europeian law, as representative of the Region and People of Europeia or its protectorates.

(c) Neither Signatory may cede sovereign control of their region to another entity.

2. Military Undertakings

(a) Neither The Order of the Grey Wardens nor Europeia will engage in military hostilities against the other, or against one another's protectorates which have been established and communicated to the other signatory via clause 2f. Participation by The Order of the Grey Wardens and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose.

(b) To the extent practicable, The Order of the Grey Wardens and Europeia shall provide the other defensive military assistance in case of an attack by an aggressor against their home regions or any protectorates duly declared per clause 2f. Under no circumstance will either Signatory give direct or indirect aid to the aggressor.

(c) The Order of the Grey Wardens and Europeia shall not cede sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common defense.

(d) The Order of the Grey Wardens and Europeia shall aid each other in Delegacy transferrals when requested. This aid shall extend to each region’s protectorates when requested.

(e) The Order of the Grey Wardens and Europeia will collaborate militarily for the combined benefit of both regions when practical.

(f) A “protectorate” of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed:
The Order of the Grey Wardens, as the home region of The Order of the Grey Wardens.
Europeia, as the home region of the Republic of Europeia.
The Amaranthine Isles, as a territory of The Order of the Grey Wardens.
The Frontier, as a territory of The Order of the Grey Wardens.

3. World Assembly Matters

(a) Neither Signatory will write or vote for a Security Council Resolution naming the other Signatory, or an entity strongly associated with the other Signatory, without the express approval of the other Signatory. For this purpose, an entity shall be considered strongly associated with a Signatory if it is reasonably likely that the Resolution naming the entity will impact the reputation of the Signatory.

(b) Each Signatory will endeavor, where appropriate and possible, to collaborate with the other in World Assembly programs and activities, such as the discussion or drafting of proposals, educational initiatives, or other similar projects.

4. Diplomatic Undertakings

(a) Each Signatory shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.

(b) Each Signatory shall maintain off-site embassies with one another, consistent with facilities provided to other treatied allies.

5. Intelligence Undertakings

(a) Neither Signatory will engage in espionage against the other. For this purpose, "espionage" is the act of engaging a person to act under false pretenses in a Signatory region without the permission of that region's legitimate government.

(b) The Signatories each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or a regional communications platform, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service, or the need to protect sources. When applicable, Europeia shall provide information to the First Warden of The Grey Wardens, and The Order of the Grey Wardens shall provide information to the President of Europeia.

(c) Each Signatory will make it a violation of its internal laws to engage in espionage against the other if a similar or related law to the same effect does not already exist. To the extent permitted by each region's laws, this section shall be deemed self-executing.

6. Cultural Undertakings

(a) Each signatory will endeavor, where appropriate and possible, to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions, and university sharing events. Invitations to such must be extended, where relevant, to either the President or First Minister, and/or a representative of Europeia or The Order of the Grey Wardens who is in charge of Foreign Affairs.

(b) As soon as is practical, following ratification, The Order of the Grey Wardens and Europeia will collaborate to stage a cultural festival to celebrate this treaty.

7. Recruitment Undertakings

(a) Neither The Order of the Grey Wardens nor Europeia will deliberately engage in recruitment from the other, nor from one another's protectorates in clause 2f. "Recruitment" is defined as the sending of telegrams on the NationStates site to encourage nations to move regions.

8. Civil Rights

(a) Each signatory affirms its belief in cultivating a community environment where freedom of thought and expression, including the freedom of faith and of conscience, freedom to profess a religious or philosophical creed, and the right to freely express and disseminate opinions in any manner or medium, are affirmed. Notwithstanding the foregoing, freedom of thought and expression shall not be construed as providing any protection for speech or conduct that a reasonable person would infer is intended to offend, threaten or insult an individual or group on the basis of that individual's or group's sex, gender identity, sexual orientation, race, color, language, religion, or national or social origin.

(b) Each signatory affirms its belief in cultivating a community where there is equal protection and equal benefit of the law without discrimination on any ground including sex, gender identity, sexual orientation, race, color, language, religion, national or social origin, property, birth, status, or other immutable characteristics.

9. General Provisions

(a) This Treaty will come into force on the date of ratification by both Europeia and The Order of the Grey Wardens as dictated by their respective governing procedures.

(b) Either Signatory reserves the right to exit this Treaty. The exiting Signatory must make reasonable efforts to notify the other as soon as possible.

(c) This agreement may be amended by mutual agreement of both Signatories.

(d) Upon ratification, this treaty shall be the sole bilateral treaty between The Order of the Grey Wardens and Europeia, superseding any prior written documents describing a relationship between the regions.

Preamble

Desirous of formalizing, furthering, and enhancing the relationship which exists between their two regions,
Desiring to formalize and expand the relationship which at present exists between the two regions,
Believing, in unity, in the upholding of regional sovereignty, and in the eradication of the blight,
Understanding that these ideals are what bind us together, and what drive us forward,
Come together to unite our regions under a common cause.

Article I: Acknowledgement

1. The signatories recognize the leadership of each region, based on its established laws and guidelines, as legitimate.
2. This recognition will not extend to any governing authority which attains power through means not found to be of a legitimate accords.
3. Both home regions shall establish and maintain both in-game and off-site embassies with the other region.
4. The signatories agree to abide by the terms outlined within this treaty so long as they do not infringe on their respective legal boundaries.
5. A “territory” of either signatory shall be a region which exists under the sovereign protection or control of the signatory’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below:
a. The Order of the Grey Wardens, as the home region of The Order of the Grey Wardens
b. Spiritus, as the home region of The Baked Potato (with Cheese and Sour Cream) of Spiritus
c. The Amaranthine Isles, as a territory of The Order of the Grey Wardens
d. The Frontier, as a territory of The Order of the Grey Wardens

Article II: Border Security

1. The signatories shall not act in a declaration of war on each other, nor involve themselves in any effort acting in the invasion or infringement of the respective signatory’s home region or territories.
2. The Order of The Grey Wardens and Spiritus shall meet for discussions on any matters when, in the opinion of either signatory, the stability or sovereignty of either signatory is threatened.
3. The signatories shall come to the aid of each other, politically and militarily, in times of war, or should any organization or member attempt to or succeed in overthrowing the legitimate government of a signatory’s home region or territories.

Article III: Military

1. The signatories acknowledge the value of preventing invader incursions, therefore agreeing to work jointly wherever possible.
2. Both regions agree to utilize whatever means necessary to work together during both updates regularly, provided both militaries have active troops during those timeframes.
3. Both regions, at the request of the other, shall provide military support, whenever possible.
4. Both signatories recognize the importance of unity, and agree to not establish any espionage operations against the other party, for the duration of the treaty.
5. The signatories agree to share any intelligence that may come into their possession, which may have impact upon the security or sovereignty of the respective signatory, so long as the communicating region does not see harm from the sharing of said intelligence.

Article IV: Dissolution

1. The signatories carry the right to unilaterally or mutually withdraw from this treaty and all the obligations it carries.
2. If one or both regions fail to abide by the preceding terms articles set forth by this Treaty, either signatory may invoke its right to withdraw from the treaty, having given two week’s notice.
3. The Signatories agree to work towards a diplomatic solution to any issues before resorting to a dissolution of the treaty.

The South Pacific and The Order of the Grey Wardens, recognizing our shared defender values and close historical ties, hereby enter into this alliance for friendship, mutual defense, and military partnership.

Article I. Mutual Recognition of Government Legitimacy

Section 1. The parties to this treaty recognize as legitimate governments that government espoused by the authoritative representatives of each region, and will not extend that recognition to any government otherwise represented.

Section 2. The South Pacific shall be authoritatively represented by the government of the Coalition of the South Pacific, embodied principally for these purposes jointly by the Prime Minister as head of government and the Minister of Foreign Affairs, unless the Council of Regional Security, as the Coalition’s security institution, lawfully declares a state of emergency, in which case it shall be authoritative for the duration of the state of emergency. The respective military authority of the South Pacific is the South Pacific Special Forces (SPSF), embodied principally by the Minister of Defense and the General Corps.

Section 3. The Order of the Grey Wardens shall be authoritatively represented by the First Warden as its head of governance, or in their absence by the High Constable, or in their absence by the collective of Warden-Commanders.

Section 4. Should the government of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.

Section 5. A “territory” of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below:
The Order of the Grey Wardens, as the home region of The Order of the Grey Wardens.
The South Pacific, as the home region of the Coalition of the South Pacific.
The Amaranthine Isles, as a territory of The Order of the Grey Wardens.
The Frontier, as a territory of The Order of the Grey Wardens.

Article II. Non-Aggression and Mutual Defense

Section 1. The parties shall respect the sovereignty of the other, encourage that respect amongst their partners and allies, and acknowledge that with sovereignty comes the right to govern themselves in the way of their choosing.

Section 2. The parties to this treaty agree not to attack the home region or any territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.

Section 3. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.

Section 4. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.

Section 5. Both parties will, in good faith, report any known threat or concern related to the other party's security, to the appropriate security organs. For the South Pacific, the appropriate security organ will be the Council on Regional Security. For the Order of the Grey Wardens, the appropriate security organ will be the First Warden.

Section 6. The parties to this treaty may seek assistance for the self-defense of their home region or a territory by lodging an official request with the appropriate officials.

Section 7. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or territories.

Article III. Cooperation

Section 1. The parties’ home regions shall share in-game and off-site embassies in order to allow cross-posting. If an illegal delegate of one parties’ region closes the in-game embassy with the party region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.

Section 2. The parties to this treaty agree to seek opportunities for military cooperation in defensive, liberation, and anti-fascist operations.

Section 3. Both parties agree to share intelligence as circumstances permit for the purposes of conducting defensive operations. Both parties agree to keep classified any sensitive information regarding military affairs that concerns the other party or its defense operations, and only publish that information in a manner mutually agreed upon.

Section 4. The parties to this treaty will endeavor to conduct communal cultural activities. This will include military confidence building measures and wargames at least once per year.

Section 5. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if operational circumstances permit.

Article IV. Peaceful Settlement of Disputes

Section 1. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.

Article V. Deposit and Clarification

Section 1. This treaty shall be deposited in a publicly accessible area of the community forums of both parties.

Section 2. The parties to this treaty may, from time to time, clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.

Article VI. Suspension of Terms and Termination of the Treaty

Section 1. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.

Section 2. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party.

Section I: Preamble

Noting the regular and fruitful cooperation between the Republic of The League (henceforth The League) and The Order of the Grey Wardens (henceforth the Grey Wardens) throughout the last year, largely in the form of military collaboration,

Affirming the dedication of both The League and the Grey Wardens to the prosperity and growth of each other’s regional communities,

Seeking to continue growing the relationship between The League and the Grey Wardens in both matters of interregional warfare and diplomatic unity,

Pursuant to the above, The League and the Grey Wardens hereby agree to the following provisions:

Section II: Mutual Recognition

The Grey Wardens will solely recognize the government of The League as established by the Constitution of the Republic and headed by the Consulate, and shall recognize no other government of The League and its associated territories and properties.

The League will solely recognize the government of the Grey Wardens as established by The Maker and headed by the First Warden, and shall recognize no other government of The Order of the Grey Wardens and its associated territories and properties.

In the event of a change in government in either signatory, this agreement may be applied to the legitimate successor institutions through a memorandum of understanding published by both parties.

Section III: Military Commitments

The signatories shall maintain non-aggression against the home region or any territories of the other and will endeavor to resolve any disputes in a diplomatic and peaceful manner.

The signatories will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either signatory.

The signatories will refrain from conducting clandestine operations, espionage, or other forms of spying against either signatory.

The signatories will, in good faith, report any known threat or concern related to the other signatory's security, to the corresponding security organs.

The signatories will adhere to mutual defense obligations extending to both their home regions and any duly declared territories and will provide military assistance in case of a military attack against the aforementioned of the other signatory. For the purposes of this agreement, a territory must be expressly declared as one by one government to the other to qualify for mutual defense obligations. Extant territories will be communicated upon the ratification of this treaty.

The signatories agree to aid each other against attempts to illegally overthrow the in-game World Assembly Delegate of their respective home regions and any territories. When feasible, signatories will also aid in Delegacy transitions upon request.

The signatories reiterate their commitment to cooperating on various types of defensive military operations as well as offensive operations against invaders and invader territories when possible.

Section IV: Further Undertakings

The regions of The League and The Order of the Grey Wardens will maintain an on-site embassy between their two home regions as both a symbol of the alliance between the two communities and as a cross-region communication nexus.

The signatories will not conduct deliberate recruitment against the home regions or duly declared territories of the other signatory and will exclude the other signatory from recruitment programs of that nature whenever possible.

The signatories will hold cultural festivities on an annual basis which will include but are not necessarily limited to wargames and training exercises between militaries, as well as games and social events.

Section V: Ratification and Amendment Process

This document will go into effect upon the agreement of the governments of both signatories as defined by their internal processes.

Similarly, this document may be amended with the consent of both signatories’ governments as defined by their internal processes.

Preamble:

The Luminous Triarchy of Starlight and the Order of the Grey Wardens, united in arms through our shared commitment to defender values and the pursuit of a safer NationStates for native communities, hereby come together as one to affirm our friendship through the following declaration:

Article I. Mutual Recognition

1. The Luminous Triarchy of Starlight shall recognize the only legitimate governance of The Order of the Grey Wardens as determined by the Warden-Commanders as the sole legitimate government of The Order of the Grey Wardens.

2. The Order of the Grey Wardens shall recognize the Triune Circle of the Luminous Triarchy of Starlight and any legally designated successor as the sole legitimate government of Starlight and Horizon.

Article II. Non-Aggression and Mutual Defense

1. The signatories commit to non-aggression and affirm each other’s sovereignty. Neither signatory shall support the displacement or removal of the delegacy of the others’ legally recognized territories, nor shall the signatories take action infringing on each other’s sovereignty.

2. The signatories commit to mutual defense and shall provide assistance upon request if practical to both signatories.

3. The signatories shall share intelligence relating to each other’s security and shall share other intelligence when prudent.

4. The signatories shall mutually abstain from espionage, covert infiltration, unauthorized intelligence gathering, or any other clandestine operations directed against one another.

5. The signatories reaffirm their commitment to cooperating on defensive military operations as well as offensive operations against invader territories when possible.

Article III. Cultural Commitments
1. The signatories are encouraged to host joint cultural events or festivals when prudent.

2. The signatories are encouraged to invite each other to their respective cultural events when practical.

Article IV. Miscellaneous Commitments

1. The signatories shall support each other in the World Assembly when practical and mutually beneficial.

2. The signatories shall not deliberately engage in recruitment from each other’s established territories. "Recruitment" is defined as the sending of telegrams on the NationStates site to encourage nations to move regions.

Article V. Amendment Process and Dissolution

1. The treaty shall go into effect when ratified by both signatories according to their internal laws or processes.

2. This treaty may be amended by mutual consent from both signatories, and any amendments shall take effect upon ratification by both signatories.

3. Either signatory reserves the right to exit this treaty. The exiting signatory must privately notify the other’s respective head of government 48 hours prior to taking public action toward a repeal.

Appreciating the enduring amity between the signatories, whom have planned and hosted cultural events with each other since early on in their relations,

Determined to strengthen the bonds connecting the signatories, The Rejected Realms and the Order of the Grey Wardens hereby enter the following compact:

Article I. Mutual Recognition

1. The parties recognize the government administered by the authoritative representatives of each region as the sole legitimate government of the party.

2. The Rejected Realms shall be authoritatively represented by the Delegate as its Head of Government as conferred by the Constitution of The Rejected Realms.

3. The Order of the Grey Wardens shall be authoritatively represented by the First Warden as its head of governance, or in their absence by the High Constable, or in their absence by the collective of Warden-Commanders.

4. Should the government of either party change, authoritative representation will be performed by the functionally equivalent positions or institutions of lawful successors of the legitimate governments of the parties.

5. A “territory” of either party shall be a region which exists under the sovereign protection or governance of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below. Additional territories may be added through a mutually agreed amendment of the list by both parties:
* The Rejected Realms, as the home region of The Rejected Realms
* The Order of the Grey Wardens, as the home region of The Order of the Grey Wardens.
* The Amaranthine Isles, as a territory of The Order of the Grey Wardens.
* The Frontier, as a territory of The Order of the Grey Wardens.

6. In recognition of diplomatic relations between them, the parties’ home regions shall maintain in-game embassies, off-site embassies on their respective regional platforms, and diplomatic representatives within each other's regions, to the best of their abilities.

4. Both parties will, in good faith, agree to provide intelligence to the appropriate security organs on the acts or intentions of any party engaging in military hostilities, a coup d’état, or any acts of subversion against the home region, territory, or legitimate government of either party. For The Rejected Realms, the appropriate security organ will be the Citizenship Council. For The Order of the Grey Wardens, the appropriate security organ will be the The First Warden, or in their absence by the High Constable, or in their absence by the collective of Warden-Commanders.

5. The parties to this treaty may seek assistance for the self-defense of their home region or a territory by lodging an official request with the appropriate security organs.

6. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or territories.
