You are ahead in Scientific Advancement also partly because of your empire's age, and because you occassionly compromise on your ideals, to further your goal. Nothing wrong in that, as it is quite common even IRL Nations. Yet we try to avoid this, no matter the cost.
Also, The Seventh Dimension is quite different. Even the existence of an environment is possible due to the will of the populace (an important factor here).
But maintaining other environments require quantum cynosural force field domes, calibrated to the climates.
Of course, most tourists prefer the originality of the Seventh Dimension. Try it once. (^_^)

I think in real life , leaders are no that much different. This is not intended as an insult to anyone but stating what I think the reality is. I suspect many Leaders give illusions of knowing what they are doing , but "illusion' is the key word here.
