Legislation Voted Upon

The Vacant Position Amendment (By-Election Integrity) has passed in the GA by a unanimous vote of 7-0. The votes were as follows:

FOR

Antinios: "The amendment will help increase the transparency of by-elections by having 3 election moderators instead of 1. The bill will also bind the election moderators of by-elections to section 3 of the Electoral Conduct Act. While there are concerns of the efficiency of by-elections being affected by the amendment, it would be somewhat made up for with 3 election moderators being able to work on the election while others are busy. I also believe that the trade off for an increase in transparency is worth it."

Argentigrad: "This amendment would increase the transparency of by-elections and it might even increase it's efficiency since the time gained from having three people moderate the election might be greater than the time lost from having to appoint one more election moderator."

Dyl: "I can only agree with the reasoning stated by all the other MGAs. So I have nothing else to add."

Kavagrad: "I believe that the sacrificed efficiency of having 3 appointed moderators is, in this case, a good call considering the protection against potential electoral fraud that this proposal gives us."

New samon: "This bill makes sure to decrease voter fraud and increase transparency by having three election moderators."

Nottinhaps: "This resolution ensures that by-elections remain secure from tampering, and decreases the workload for election moderators."

Sincadenas: "After much deliberation contemplating the choice between efficiency and transparency, I've chosen the latter. While this may not be as efficient, it can stop voter fraud -- something I've seen first hand and have a negative experience with -- and makes the process more transparent. Transparency was also one of the things I promised to uphold in my platform."

Purpose

The amendment seeks to change the voting period on bills to two days and establish the voting period for confirmation of minor amendments to one day.

Existing law


  1. A law or amendment may be enacted through the following process:

    1. A dispatch shall be created according to the official guide dictating the structure of laws and amendments

    2. One member of the General Assembly that chooses to support its introduction shall become its signatory and submit it for General Assembly discussion

    3. It shall be published on the Regional Message Board for public feedback for a minimum of 24 hours

    4. Unless otherwise indicated, it may be enacted with a majority of the General Assembly in favour over a voting period of three days

    5. After the voting period ends, those members of the General Assembly who have not voted shall be recorded as such

  2. A minor, inconsequential amendment shall be exempt from Section 1 and instead may be enacted through the following process:

    1. A motion shall be presented to the General Assembly and its status as such may be confirmed with a majority of the General Assembly in favour

    2. Unless otherwise indicated, the motion may then be enacted with a majority of the General Assembly in favour

    3. The Supreme Court may repeal any such motion deemed to not satisfy the definition of a minor, inconsequential amendment
