WHEREAS, the principles enshrined in the Charter of the United Assembly of Nations (UAN) include the sovereignty, territorial integrity, and political independence of all member states;

WHEREAS, the recent referendum held in the Democratic Republic of Dniesteria concerning its accession to the Russian Federation raises significant concerns regarding the autonomy and voluntariness of this action;

WHEREAS, the rapid and unilateral nature of this referendum and subsequent actions toward accession may not reflect the true will of the Dniesterian people, thus potentially undermining the democratic processes and principles of self-determination;

WHEREAS, the accession of Dniesteria to the Russian Federation under these circumstances could set a precedent that threatens the stability and integrity of international law and order as upheld by the UAN;

BE IT ENACTED by the General Assembly of the United Assembly of Nations:

  • The membership of the Democratic Republic of Dniesteria in the United Assembly of Nations is hereby suspended, effective immediately.

Hello, thank you for reaching out to us. I must inform you a sizeable amount of individuals in our government did not appreciate mention of complicating the progress we have made with Ceuta. Between the both of us there is already a sizeable movement against any collaboration with the United Kingdom and this message did not help cool matters. Tamazgha is fully on board with cooperation with the United Kingdom and I have calmed tempers in the meantime. But I have to make it clear in a time where Britain needs more allies in the region and not more adversaries any attempt to 'punish' Tamazgha by hindering the progress on Ceuta will backfire very badly. While as things currently stand our vote shall not change on the matter it is not set in stone and we are open to hearing your government out with an offer, forgetting any hard feelings from your last message. I will be in London this weekend, feel free to meet me to discuss the matter, or any other matters involving our countries.

Catastrophic floods have struck the state of Rio Grande do Sul, killing approximately 140 people and displacing nearly 4% of the local population.

Most of the damage is concentrated around Greater Porto Alegre, a clump of 34 municipalities containing 4 million people bordering numerous rivers and the Lagoa dos Patos. Torrential rainfall has caused water levels to rise dramatically, leading to widespread landfalls, tree collapses, and approximately $19 billion reals in damage.

The weather has since calmed, but the water - in some areas reaching up to 1.7 meters in height - remains. And the presence of more rain over the weekend threatens to exacerbate the situation.

Three naval vessels, including a helicopter carrier, are currently involved in search and rescue efforts, while the Air Force airdrops food and water to inaccessible communities with the aid of civilian volunteers. The total number of boots on the ground currently stands at 12,000.

The Brazilian Restoration and Salvation Council (BRSC) has also disbursed roughly $51 billion reals to support welfare recipients, local governments, workers, and affected businesses, followed by a $66 billion real top-off from the state-owned Caixa Econômica Federal.

The floods coincide with the manmade blackouts in Roraima, creating a double whammy which threatens to stretch the BRSC's resources thin amidst a decade of austerity. The abrupt empowerment of the states and disempowerment of the federal government has created the perfect storm: the former had no time to expand its capacities, and the latter less resources to work with. Neither levels of government were therefore prepared to respond to such crises of magnitude, let alone two concurrent ones.

Treaty of Joint Administration for Ceuta

Preamble
The Ceuta Joint Council, comprised of representatives from the governments of the Commonwealth of Tamazgha and the United Kingdom, recognizing the unique geopolitical position of Ceuta, and aiming to enhance mutual cooperation, peace, and prosperity, hereby agree to the following terms for the joint administration of Ceuta.

1. Establish a framework for the governance of Ceuta, to be jointly administered by the Commonwealth of Tamazgha and the United Kingdom for a period of five years, subject to renewal upon mutual agreement.
2. Promote economic development, social cohesion, and cultural exchange between the Commonwealth of Tamazgha, the United Kingdom, and the residents of Ceuta.
3. Ensure the shared defense and security of Ceuta through cooperative military presence and operations.

Speaking before a crowd in Yelizovo, chairwoman of the Yelizovo State University Chapter of Students for Justice in Taiwan and second-generation Chinese-Zeleniyan Anna Zhao remarked that "Pigohito's" death is among one of the "greatest things to have ever happened in the advancement of humanity," remarking that "his perseverative reign as the Emperor of a brutal colonialist project" is not only an affront to her elders (of whom she portrays during her speech photos of them being severely maimed as Chinese POW's of Japan during WW2) but a "greater affront to the dignity of humanity." Accusing the Zeleniyan Government of being "complicit in the systemic genocide and ethnic cleansing of peoples" in Taiwan and throughout Japanese-controlled Asia, she and other activists are demanding that the Zeleniyan Government "get on the right side of history" and to condemn the "occupation of Taiwan." After her speech and others which have proven to be powerful among the crowd, the activists of SJT led the massive celebratory march.

In another example of jubilation over the death of the Emperor, the politically divided Chinese diaspora, intensively split between Republican and Monarchist sympathizers, banded together to celebrate the death of Hirohito in an extraordinarily rare act of unity. In the Chinatown's of Yelizovo, Alexandropol, Suvorovo, Nizhny Nikopol and throughout Han Country, crowds of Chinese diaspora and Chinese Zeleniyans waving both Kuomintang and Qing Dynasty flags were joined together in celebration.

Conversely, several Japanese communities in Zeleniya, while still polarized over the legacy of Japanese imperialism and Zeleniya's involvement in the Taiwan War, took to subtle and quiet mourning to celebrate the life of Hirohito. Japanese in Yelizovo took part in a quiet memorial to Hirohito in front of the Japanese Embassy in Yelizovo's Japantown. Due to the overwhelming nearby presence of the celebratory march, this memorial was done under the overwhelming protection of over a hundred police officers lining the perimeter of Japantown.

Reactions to the celebrations were mixed, with Yelizovo Duma deputy Alexandra Chiang calling them a "spectacle of Asian Unity" and President Felix Karadov vaguely remarking that they were "paramount in size." The reactions from others such as the Presidential candidates of the upcoming election ranged from Guilder Party's Thomas Varinsky saying that they were "outright disrespectful" and the Social Democratic Party's Bernard Yagamov saying they were "absolutely necessary."

Much of the Asian community in Zeleniya, which includes generations of Chinese, Japanese, Korean, Vietnamese, Filipino and other East Asian immigrants and their descendants, make up 1/3rd of the population in Zeleniya and are significantly united in their resentment of the Japanese Government. Much of this is rooted in the experiences of the past three generations of Asian immigrants, many of whom were refugees of World War II and children/descendants of victims of Japanese atrocities who bring to Zeleniya stories of Japanese crimes against humanity. Whereas these stories are not as well-spoken in the US (in which they are considered to be second-nature to German crimes against humanity), they have found a place in Zeleniyan discussion circles. Spirited activist movements such as the Students for Justice in Taiwan, which was established in 1974 amid Zeleniya's involvement in the Taiwan Crisis, amplified and cemented them as cornerstones of Asian-Zeleniyan political consciousness. According to a recent poll by the Asian Studies Network, over 80% of Asian-Zeleniyans share "strong resentment" against Hirohito and 82% agree that the Zeleniya must "divest from Japanese companies partaking in the exploitation of Taiwan."

Amid the overbearing resentment Asian-Zeleniyans have against Japan manifesting in these large-scale celebrations, a Spokesperson from the Krepost speaking on behalf of the President stated to the press that "Zeleniya and Japan continue to share an ironclad, strong relationship diplomatically, militarily and culturally."

      Second Phase of Greater United Bangla's Presidential Election: Clashes and Challenges

    The second phase of the 9th Presidential Election of Greater United Bangla witnessed a voter turnout slightly below expectations, clocking in at around 49%. Unfortunately, the day was marred by incidents of violence and deadly clashes, claiming the lives of 13 individuals across various locations.

    In Patna and Gaya, two people lost their lives in crossfire incidents, while two police officers, one Ansar, and one BGB personnel also tragically perished during the unrest. Law enforcement swiftly responded by arresting approximately 135 individuals, with cases filed against 50 suspects in Patna following the destruction and attack on a temporary Ansar camp near a polling station. Election proceedings were suspended at five polling stations due to these disturbances.

    President A.K. Hauqe emphasized the importance of strict law enforcement against those disrupting the electoral process, urging authorities to show no mercy in ensuring the sanctity of the election.

    Amidst these challenges, the election in Rourkela stood out for its peaceful conduct, boasting the highest voter turnout among the locations. BGB Commander of Ranchi assured the public that security forces exerted their utmost efforts to contain violence during the electoral process.

    Despite these unfortunate incidents, the Election Commission acknowledged that the majority of voters exercised their democratic right peacefully and independently. Ministry of Foreign Affairs - Japanese Statement based on recent UAN Resolution

Japan commends all nations who voted to reject Russia’s resolution and upheld the institutional values of the UAN and also international law. Countries can’t just nullify treaties all willingly and what’s the basis of treaties if countries can just reject them?

The Japanese people have lived on the island of Karafuto since the 17th century and controlling most of the island in the 18th century which predates Russian settlements. Japan further re-affirmed its sovereignty in 1807 and 1809 with the island becoming an extension of Hokkaido both geographically and culturally.

In the 19th century, Russia expanded in the Far East and threaten Japanese territorial control of the island. Japan again proclaimed its sovereignty over the island in 1845 against competing Russian claims but in 1849, Russian settlers came establishing schools, towns, etc.

Due to the threat of Russian settlers and Japan still in a period of isolation under the Edo period and not accustomed to international law which was established by European Powers was forced to sign the Treaty of Shimoda which established Japanese control in the South and Russian control in the North. Russia disregarded the already signed treaty and push their settlers further South and pushing the already existing Japanese out of their homes where they have been living for hundred plus years.

In 1875, Japan was forced to sign the Treaty of St. Petersburg which gave Russia the island of Karafuto. Japan at the time was coming out of a period of isolation and was in the beginning stages of a transfer of power under the Emperor Meiji, which Russia took advantage of, and Japan was unable to exercise its full sovereignty.

During the Russian period from 1875-1905, Russia used Karafuto as a penal colony for prisoners and political dissidents. The island was also known for its high levels of corruption form its ruling Russian bureaucrats.

In 1904, war broke out between Russia and Japan with Japan reaching out to Russia multiple times for an armistice. But Russia refused and Japan liberated the island of Karafuto and put it back under Japanese control. The United States reached out to Russia and Japan to negotiate a treaty which both parties agreed to.

The treaty also forced Russia to end its expansionist policies in the Far East. At the end of the war, Japan was on the veer of bankruptcy, but Japan allowed Russia not to pay any monetary compensation to Japan.

The Russo-Japanese War also established Japan as one of the first Asian countries to defeat a European Great Power and many people were shocked by Japan’s victory. Japan rose to great prestige as the result of the war and was now considered on-par with European powers.

Furthermore, Japan is a nation of peace, and wants to have cordial relations with Russia. Japan resorted to peace when Russia flew a nuclear-capable bomber into Japanese air space.

Japan has extended a formal invitation to Russia to have talks regarding Russo-Japanese relations with the annexation of Karafuto to Russia or joint administration being off the table and non-negotiable terms. Japan is willing for this to be overseen by a third party with the third party being agreed on by both Russia and Japan which shall offer solutions based on the acceptance of both parties.

Beijing — The Defense Ministry has started a surveillance program specifically aimed at identifying and tracking the naval assets of the United States of America and the Empire of Japan. To begin the campaign, the country's Taijing-4 03 radar imaging satellite was recently employed to capture images of America's Naval Station Norfolk and Japan's Kure Naval Base. The locations were chosen as first targets for their strategic importance to their respective navies.

The campaign exemplifies the collaboration between the Defense Ministry and certain private companies that specialize in strategic industries. The Taijing-4 03 satellite, operated by the Beijing Weina Star Technology Company, is part of “five-satellite constellation” that is used for environmental surveys and scientific projects, and are "equipped with synthetic aperture radar (SAR) and AI processors for rapid detection and identification of targets at sea and airports and real-time image transmission" according to experts.¹ The implementation of AI capabilities has made of Chinese commercial satellites valuable assets for intelligence, surveillance and reconnaissance (ISR). Unlike Western militaries, which are far more centralized in their research & development efforts, the Chinese military cooperates with the private sector in finding new solutions to current challenges, by leveraging their know-how and entrepreneurship.

In addition to the Taijing-4 satellites, Chinese private companies have developed other advanced commercial satellites which the Defense Ministry is aiming to contract for ISR purposes.² The Changchun Institute of Optics, Fine Mechanics and Physics (CIOMP) has developed the Jilin-1 satellite, which has a 95% precision rate in identifying small objects and, with the help of AI, continue to track moving objects even if they briefly disappear from sight. CIOMP has informed the military officers that they expect to have a constellation of 138 of these satellites within the next 3 years. Their development has been aided in part by Central Government contracts that encourage the growth of these strategically significant companies - the aforementioned company, exemplifying the civil-military integration (CMI) and military-civil fusion (MCF) efforts in China.¹

As for the surveillance program recently launched by the Defense Ministry, the goal is to target strategic locations in the Indo-Pacific and, once a greater number of satellites join their respective constellations, target strategic locations across the globe. The program, which has been classified as top secret by the Defense Ministry, will greatly improve Beijing's space surveillance and targeting capabilities which will complement the Chinese Armed Forces' overall power projection capacity.

Update on Clandestine Operations in The United British Kingdom

Mr. President,

The General Intelligence Service has been actively engaged in gathering intelligence to safeguard the national security and interests of Greater Egypt. Recent efforts have focused on monitoring foreign activities, particularly those involving The United British Kingdom, in light of developments related to the former royal family and potential external interference in Egypt's internal affairs.

Our foreign agents have uncovered evidence indicating the presence of British agents within the local government of Alexandria. While the specific identities of these agents remain unknown at present, their presence suggests a concerted effort by The United British Kingdom to gather intelligence about the House of Amin at the local level. Further investigation is warranted to identify and neutralize these agents to prevent any potential sabotage or subversion of Egyptian interests.

Additionally, our spies have obtained information regarding old plans drafted by British authorities for the rescue of the House of Amin if the coup d'état of 2024 escalated into armed conflict. These plans indicated a premeditated strategy by The United British Kingdom to intervene in Egypt's internal affairs and extract the royal family from potential danger. While the coup did not escalate into armed conflict as envisaged in these plans, the existence of such contingency measures underscores the need for heightened vigilance and proactive measures to counter external interference from The United British Kingdom.

The General Intelligence Service has requested that the National Security Service initiate a targeted investigation to identify and apprehend British agents operating within Alexandria. Intelligence assets and law enforcement agencies will be utilized to gather actionable intelligence and disrupt their activities. Surveillance efforts on British diplomatic missions, intelligence agents, and affiliated entities within Egypt will also be introduced to prevent any future attempt to interfere in our internal affairs.

The information collected by our foreign spies highlights the ongoing threat posed by foreign actors seeking to manipulate and influence internal affairs in Egypt. Proactive measures will be taken to identify and neutralize foreign agents operating within our territory and to safeguard against future attempts at interference. The General Intelligence Service remains vigilant in its efforts to protect the State's sovereignty, security, and national interests.

    The Secretariat of the African Union is pleased to announce that the Assembly of the African Union has approved a significant allocation of US$50 million in funding to Misr Alkubraa. These funds are designated for the development of vital infrastructure projects in Sudan, Darfur, and South Sudan, aimed at fostering economic growth, enhancing connectivity, and improving the quality of life for the citizens of these regions.

    The approved funding will be exclusively utilized for two key areas of development:

    1. Construction of Transportation Networks: A substantial portion of the funding will be allocated towards the construction of new highways and railway networks. This initiative aims to enhance connectivity within and between Sudan, Darfur, and South Sudan, facilitating the movement of goods, services, and people. By improving logistics and transportation infrastructure, these regions will be better positioned to attract investment, spur economic activity, and promote regional integration.

    2. Urban Infrastructure Development: Another significant portion of the funds will be directed towards the construction of essential urban infrastructure, including pipelines, energy facilities, and water supply plants. These projects are essential for addressing critical infrastructure gaps, and ensuring access to clean water, reliable energy, and essential services for communities in Sudan, Darfur, and South Sudan. By investing in urban infrastructure, the African Union aims to enhance the quality of life, promote sustainable development, and contribute to the long-term prosperity of these regions.

    The Secretariat applauds this significant step towards advancing the socio-economic development of the Sudanese, Darfurian, and South Sudanese provinces. The allocation of US$50 million underscores the African Union's commitment to supporting Member States in their efforts to achieve sustainable development and prosperity for all their citizens. UANGA/DRES/32 has been rejected by majority vote in what is perhaps the most hotly contested proposal in the UAN's (canonical) history. Despite the failure of the resolution one nonetheless hopes that the Russian and Japanese sides may properly limit tensions and come to terms on the Sakhalin/Karafuto issue without resorting to undue bellicosity.

The nations voting for the proposal are Dniesteria, The Baltic Confederation, Romanovskaya, Saechosun, Zhonghua-Diguo, Sindhdesh, and Central-Asia.

The Commonwealth of Tamazgha, Greece-Cyprus, The United British Kingdom, Sylhot, Union of Zuid Afrika, the -Empire of Japan-, Indhiya, Infiny, and Imperial Eagle rejected the proposal.

            The United British Kingdom,

            Recalling the principles of the United Assembly of Nations Charter which obligates all member states
            to refrain from the threat or use of force against the territorial integrity or political independence of any state;

            Reaffirming its commitment to the sovereignty, independence, and territorial integrity of all nations;

            Noting with concern the reported unauthorized incursion into Japanese airspace by a nuclear-capable
            Tu-95 bomber of the Russian Federation’s 73rd Heavy Bomber Aviation Regiment;

            Acknowledging the efforts of the Imperial Japanese Air Force in intercepting the said aircraft and
            ensuring the security of Japan's airspace without resorting to open conflict;

            Deeply disturbed by recent inflammatory remarks by a member of the Russian Parliament concerning
            the nuclear annihilation of Japan;

            Recognizing the need for all nations to resolve disputes through peaceful means;

            Hereby:

            1. Condemns the violation of Japanese airspace by the Russian Federation as an act of aggression and
              a breach of international law;

            2. Urges the Russian Federation to adhere to international norms and standards, respect national sovereignty
              and territorial integrity, and refrain from the use of provocative and aggressive actions;

            3. Calls upon both nations to engage in constructive dialogue and negotiations to resolve any underlying
              tensions and to prevent further incidents;

            4. Requests the Secretary-General of the United Assembly of Nations to facilitate negotiations between
              Japan and the Russian Federation, if requested by both parties;

            5. Directs the UAN Committee on International Security to monitor the situation closely and report back
              to the Assembly within sixty days; and

            6. Affirms its support for peaceful resolution of conflicts and the maintenance of international peace and security.
