Charter Update

For the first time in three years, the New Charter of Niamark has been amended. Other than some formatting and modernization updates (i.e. substituting "governor" for "founder"), there was only one functional change made:

Niamark wrote:A Lagman, elected every three months by the Thing, shall preside over the Thing and enforce its procedures. They may appoint Deputies to fulfill this role in their absence. The Lagman shall also represent the public before the Riksradet.

Any Landsdelar may declare their intent to challenge for the position of Lagman at any time, except within 14 days of the start of the incumbent Lagman's term. If the challenge gains the support of three other Landsdelar, an election shall occur.

What this means is that rather than a three-month cycle, elections are triggered by a "challenge" system. A Lagman may serve until another citizen thinks they can do a better job. When that is the case, the other citizen announces their intent to challenge to the Thing. If the challenge is supported by three other Landsdelar, an election occurs. I may submit legislation to flesh out the details of this process.

The former Constitution and all laws written under it are hereby repealed. All Landsdelar at the time of ratification shall remain Landsdelar under this Charter.

II: THE CYNING.
The Cyning is the highest authority in the region by virtue of controlling the Governor state. This title may only be transferred by the Cyning themselves. They hold veto power over all laws, policies, and actions of the Union. They have exclusive authority to appoint and dismiss Reeves and Fogdar.

The Cyning may appoint an Ætheling, who has the full authority of the Cyning and is accountable to them.

III: THE REEVES.
The Reeves are trusted representatives who have demonstrated skill, initiative, and dedication in the government areas they are appointed to oversee. They form the Riksradet with the Cyning and Ætheling. Each Reeve oversees one Office and may appoint Deputies and other assistants within that Office. The Cyning may create or dissolve any offices as needed.

IV: THE DELEGATE.
The World Assembly Delegate is responsible for encouraging Landsdelar to join the World Assembly, endorse themselves, and trade endorsements with their peers. They shall also monitor World Assembly resolutions and advise the region on how it should vote.

The Delegate is selected by endorsements, but the Cyning may encourage the endorsement of a given nation.

V: THE FOGDAR.
The Fogdar are regional security officers. They are responsible for maintaining order on the Regional Message Board and each Fogde is authorized to use all powers given to them by the Cyning. They also serve as a judicial body for criminal cases, overseen by the Cyning or their designee.

VI: THE LANDSDELAR.
A state that has joined the region shall be considered a Landsdel and shall retain all the rights of citizenship, unless specifically forbidden to it. Each Landsdel has the right to participate in the Thing, to vote for the Lagman, and to a fair trial.

VII: THE THING.
The Thing is Niamark's legislative body, composed of all Landsdelar. Each Landsdel has one vote and may propose legislation. Legislation must be approved by the Cyning to become law.

A Lagman shall preside over the Thing and enforce its procedures. They may appoint Deputies to fulfill this role in their absence. The Lagman shall also represent the public before the Riksradet.

Any Landsdelar may declare their intent to challenge for the position of Lagman at any time, except within 14 days of the start of the incumbent Lagman's term. If the challenge gains the support of three other Landsdelar, an election shall occur.

VIII: THE CHARTER.
The Cyning has exclusive authority to amend or abolish this Charter. The Thing may formally petition for a change to be adopted.

IIIa. Diplomacy
The Reeve of Diplomacy is the chief ambassador of the Confederacy. They are responsible for selecting diplomats to represent its interests abroad. The Office of Diplomacy is charged with maintaining existing foreign relations, forming new relationships, and distributing news and updates from Niamark.

IIIb. Culture
The Office of Culture is responsible for enriching the culture of Niamark through events, activities, and other means. It is also responsible for producing materials to update Omraden on current regional affairs. Further, it works with the Office of Diplomacy to strengthen foreign relations through interregional events.

IIIc. Integration
The Reeve of Integration, or their designee, shall be responsible for processing Omraden's applications to become Landsdelar. They shall also maintain the roster of Landsdelar and regularly remove those who are no longer in the region. The Office of Integration is also responsible for recruiting new states to join the Confederacy, and shall work with the Thane of Engagement to encourage new Omraden to become Landsdelar.

IIId. Engagement
The Office of Engagement is responsible for welcoming new Omraden and encouraging them to participate in the region, by telegram, Regional Message Board posts, polls, etc. They shall work with the Office of Integration to promote citizenship.

To declare your intent to run for a position please post it in the ⁠campaign-central channel in URA discord. It's advised you write up a platform dispatch so that voters can see what your plans are and experience. Once you have that completed it can be posted in ⁠campaign manifestos. The declaration period will run till September 18th US EST. Let the election season kick off as the URA is looking for you to help us grow and expand!

A coalition of regions including The West Pacific, Lone Wolves United, the Augustin Alliance, members of the United Regions Alliance, members of the Frontier Organization for Cooperation, Unity, and Security, and the Horsemen of the Apocalypse have pooled their medical and scientific knowledge to form KHAN (Kingly Horsemen Asserting Neighborliness). Together, these regions are able to maximize their supply chain and deliver product all across the wastelands.

Before the Event

  • Know your environment. Read up on the nuclear wastelands here. Even if you've run before, it never hurts to check.

  • Join the faction on all nations you plan on using during the event.

  • Familiarize yourself with the unique N-Day 10 changes.

  • Utilize as many puppets as you are comfortable with. More nations means more production at our disposal to use, and managing them is made easier by the Containerise extension.

  • Pay attention to the LinkKHAN Discord server to get the latest orders as quickly as possible. If you are unable to use Discord, orders will be relayed to Regional Message Boards and the World Factbook Entry where applicable.

During the Event

  • Listen to the Khans of KHAN and Faction Commanders and published orders at all times. Trying to cut your own deal will end badly.

  • Check your PipBoy to learn what your specialty is. You will be given specific orders based on your specialty.

  • If you are unable to use a large number of puppets, you can still help by watching for incoming strikes, helping new recruits, and signal boosting Commanders' orders.
