Preamble:

ACKNOWLEDGING that FNR Citizenry is in a variety of time zones;

UNDERSTANDING that FNR Citizenry is educated in English in different ways and has different methods to use it;

IN ORDER TO improve understanding of bills presented in the Legislative Assembly and remove possible causes of confusion;

HEREBY standardizes the use of English in terms of date/time standards and imperative usage.

This piece of legislation hereby amends/establishes/ratifies the following:

Section 0: Definitions

  1. UTC stands for Coordinated Universal Time.

Section I: Applications

  1. Laws, Governmental Notices and Governmental Documents that passed after this Act is passed SHOULD adhere to the regulations stipulated in this Act as best practices.

  2. Laws in the Law Archive and past Governmental Documents that passed before this Act SHOULD be updated to follow this Act's regulations.

Section II: Date Formats

  1. Dates SHALL be represented in the format "DD/MM/YYYY"; where DD is the date being represented, MM being the month represented and YYYY is the year represented.

  2. Dates MAY also use an alternative representation format in "DD Month YYYY"; where DD is the date being represented, MM is the full name of the month represented or the short form of the month being represented, YYYY being the year represented.

  3. In both of the representations listed above, it is RECOMMENDED to separate the dates, the months and the year using a blank or a date separator.

  4. Years SHOULD be in 4 digit formats.

  5. Dates SHALL be counted in terms of UTC.

Section III: Time Formats

  1. UTC SHALL be used to represent time.

  2. In the case of no UTC or any timezone specifier after the time indicated, it SHOULD be assumed to be in UTC.

  3. 24-Hour System SHOULD be used.

  4. 12-Hour System SHOULD NOT be used.

Section IV: Local Times

  1. Local Times SHOULD be indicated by "HH:MM UTC +/- X" or "HH:MM {timezone signifier}", in order for interoperability in the FNR.

Section V: Requirement Levels of Imperatives and Key Words

  1. All Imperatives listed here SHALL be fully capitalized, or have its 1st letter be capitalized.

  2. MUST, SHALL, REQUIRED: These are imperatives that indicate an absolute requirement of the statements they refer to.

  3. MUST NOT, SHALL NOT: These are imperatives that indicate an absolute prohibition of the statements they refer to.

  4. SHOULD, RECOMMENDED: These are imperatives that indicate there are reasons to not follow the statement they refer to but must be done under the full understanding of the implications they bring. In other scenarios, statements referred to by these imperatives are the best course of actions.

  5. SHOULD NOT, NOT RECOMMENDED: These are imperatives that indicate there are reasons to follow the statement they refer to but must be done under the full understanding of the implications they bring. In other scenarios, statements referred to by these imperatives are to be avoided.

  6. MAY, OPTIONAL: These are imperatives that indicate that the statement they refer to can be adopted or not with no side effects.

  7. Imperatives SHOULD be used sparingly, only to indicate a requirement that MUST be followed.

ACKNOWLEDGING: that the Constitution of The Free Nations Region does not establish a designated time for the start of the Declaration Period for cabinet positions that is independent from the time the results of the General Election are announced.

UNDERSTANDING: that a time for the start of the Declaration Period for cabinet positions needs to be specified that aligns with the set time for the start of the Voting Period.

This piece of legislation hereby amends the following:

Article VIII - Electoral System of the Constitution of The Free Nations Region

    10. Following the announcement of results on the General Election, the Declaration Period for cabinet positions shall begin within 24 hours.

    The Declaration Period for cabinet positions shall begin at 22:00 UTC the day following the announcement of the results of the General Election.

20th April 2010 (11 years ago): Massive oil spill begins in Gulf of Mexico

20 April 2010: An explosion and fire aboard the Deepwater Horizon oil drilling rig in the Gulf of Mexico, approximately 80 kilometers off the Louisiana coast, kills 11 people and triggers the largest offshore oil spill in American history. The rig had been in the final phases of drilling an exploratory well for BP, the British oil giant. By the time the well was capped three months later, an estimated 4.9 million barrels (or around 780 million liters) of crude oil had poured into the Gulf.

The disaster began when a surge of natural gas from the well shot up a riser pipe to the rig’s platform, where it set off a series of explosions and a massive blaze. Of the 126 people on board the nearly 120-meter-long Deepwater Horizon, 11 workers perished and 17 others were seriously injured. The fire burned for more than a day before the Deepwater Horizon, constructed for $350 million in 2001, sank on 22 April in some 1,500 meters of water.

Before evacuating the Deepwater Horizon, crew members tried unsuccessfully to activate a safety device called a blowout preventer, which was designed to shut off the flow of oil from the well in an emergency. Over the next three months, a variety of techniques were tried in an effort to plug the hemorrhaging well, which was spewing thousands of barrels of oil into the Gulf each day. Finally, on 15 July, BP announced the well had been temporarily capped, and on 19 September, after cement was injected into the well to permanently seal it, the federal government declared the well dead. By that point, however, oil from the spill had reached coastal areas of Louisiana, Mississippi, Alabama and Florida, where it would inflict a heavy toll on the region’s economy, particularly the fishing and tourism industries, and wildlife. Scientists say the full extent of the environmental damage could take decades to assess.

In January 2011, a national investigative commission released a report concluding the Deepwater Horizon disaster was “foreseeable and preventable” and the result of “human error, engineering mistakes and management failures,” along with ineffective government regulation. In November 2012, BP agreed to plead guilty to 14 criminal charges brought against it by the U.S. Justice Department, and pay $4.5 billion in fines. Additionally, the Justice Department charged two BP managers who supervised testing on the well with manslaughter, and another company executive with making false statements about the size of the spill. In July 2015, BP agreed to pay $18.7 billion in fines.
