It wouldn’t be expensive. Just a terminal velocity equation, it would need to be able to calculate its speed it’s at, and know how quickly gravity will accelerate, and where it’s headed. Asked off observations from a ground based facility before it launches May seem like a lot, but honestly, 3,000 - 10,000 isn’t much to the military to install what’s needed in a anti nuke missile. It would probably take around 5 -10 million to develop through.
