Yes. But infighting can cause collateral damage and innocent people would suffer.
Better to just wipe out the bad people and solve the problem once and for all.

Babies (people not at the age of 4 or above) have done nothing but produce waste and take in air to help destroy the environment. So china banning kids wouldn't be so cruel.
