The Simulation of Vel Dovis is a colossal, environmentally stunning nation, ruled by Chloe Bubbles with an iron fist, and renowned for its rum-swilling pirates, disturbing lack of elderly people, and complete lack of prisons. The hard-nosed, cynical population of 6.151 billion Vel Dovisites are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The large, corrupt, socially-minded, well-organized government juggles the competing demands of Education, Administration, and Healthcare. It meets to discuss matters of state in the capital city of Bubbletropolis. The average income tax rate is 71.0%, and even higher for the wealthy.

The strong Vel Dovisi economy, worth 496 trillion expenditure tokens a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized black market in Information Technology, Beef-Based Agriculture, Tourism, and Trout Farming. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 80,663 expenditure tokens, and evenly distributed, with the richest citizens earning only 2.3 times as much as the poorest.

School plays were recently banned due to concerns of child endangerment, a weakened police force struggles to maintain law and order, astronauts take one small step for Vel Dovis and one giant step backward from confrontation, and many whiskies taste suspiciously like automobile radiators. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Vel Dovis's national animal is the wraith, which frolics freely in the nation's many lush forests.

Vel Dovis is ranked 58,267th in the world and 62nd in Gay for Lowest Crime Rates, with 72.16 law-abiding acts per hour.
