To further elaborate on the purpose of the amendment, having an election committee will also allow the citizens organising the election to watch over each other's action and prevent possible corruption. It will also bind the body organising by-elections to section 3 of the Electoral Conduct Act. It also wouldn't affect the speed and efficiency of a by-election since the Secretary is picking the citizens that are forming the election committee.
Kavagrad and Argentigrad
I guess this answers my concern of the process being inefficient, but this amendment has a glaring loophole given the position of Secretary may be vacant, hence the need for the by-election. Separately, I'm not sure how the Secretary (even if the by-election wasn't about them) appointing all three election moderators is indeed the most 'transparent' alternative to the current system.
In my opinion, the current system works fine and prioritises a swift process. Organising numerous people as moderators can be a drag on what ought to be a fairly efficient procedure.
South Miruva and Antinios
Thank you for pointing out the loophole. I didn't manage to spot it when editing and vetting the amendment. I have amended the amendment to fix the loophole.
While I do agree that it is definitely not the most 'transparent' alternative to the current system, I do believe that it is a good balance of transparency and the efficiency that a by-election requires. Having 3 election moderators appointed by the Secretary instead of just 1 appointed by the secretary would reduce the possibility of corruption in a by-election as it would take all 3 members collaborating to disrupt the integrity of the election instead of just 1.
I concede that the amendment will sacrifice some efficiency of by-elections, I do believe that some of the efficiency would be made up from having election moderators being able to work on the by-election while other moderators are busy. I also believe that the trade off of having greater transparency would be worth it.

Greetings Antinios. I am having trouble with the Discord instructions. I have the Copy Clipboard but I do not know what the DM channel is. I am new to Discord.
I assume you are talking about nation verification through Unity Machine. What you want to do is go to your direct messages (DMs) and follow the instructions sent by UM to you there. These are your individual one-to-one messages with other users that no one else can see (verification doesn't work in the main server!).
Let us know if you need any more assistance. :)

WA Discussion
I have not had time to look at it yet, but I’d like to open discussion on the current resolution entitled “Access to Abortion”.
-Grey
Power to the People's Pussies :3
I wholeheartedly agree with this resolution. The right for an unprepared mother to not have a child is important in ensuring that the child doesn't get born into a bad situation, and the mother, if in a hard financial situation, doesn't have more of a financial strain.
I am voting FOR this resolution, and I suggest that you too, comrades, vote for it.
Greylyn and Sweitzer
I appreciate Antinios fixing up the loophole with the amendment and I think the new version would work fine, though I still disagree with the change.
On a practical level, finding three interested moderators during normal elections with 3 nomination days and 7 debating days can sometimes be a hassle - in a by-election, you have basically less than 24 hours (the length of the nomination period as there is no debate period) to find three people. I don't think it is impossible to do so, and it may well not be difficult most times, but I think it's feasible that we might run into that as an issue at some point in the future. I just feel like this is such a little step towards transparency that potentially forfeits some more important efficiency.
Not gonna make this my hill to die on, though, because honestly it's not a big deal. 😋
WA Recommendation
Access to Abortion — FOR
I am recommending a vote in favor of Access to Abortion, which seeks to make abortions available to all WA member nations and prohibits discrimination therein. This is a rather agreeable resolution and I encourage TLA to support its passage.

There is a quote from Angela Davis' autobiography I wish to share. The whole of the work is fascinating, and I would encourage everyone to read it; it details Comrade Davis' life as well as the political persecution of her and radical African-Americans throughout the 60s and 70s. However, there is one section when she speaks of her primary education, at a poorly-funded segregated school in Alabama, that struck me as very relevant today.
"As we learned about George Washington, Thomas Jefferson and Abraham Lincoln, we also became acquainted with Black historical figures. Granted, the Board of Education would not permit the teachers to reveal to us the exploits of Nat Turner and Denmark Vesey. But we were introduced to Frederick Douglass, Sojourner Truth and Harriet Tubman." - Angela Davis: An Autobiography, page 91.
Does this not hold an extraordinary relevance to today? Even today, we are rarely taught about radical figures in historical periods. Perhaps Nat Turner and Denmark Vesey are mentioned, but no detail or the reasons behind their actions are ever explored aside from being "rebellious slaves." Especially here in the South, these rebellions are almost dismissed as unimportant, isolated incidents.
But even those we are taught about, do they not censor through omission? An enlightening example is Martin Luther King Jr, who we are of course taught led a section of the 1960s Civil Rights Movement. But are children taught about his involvement with the Chicago Freedom Movement? His opposition to the Vietnam War? The Poor Peoples' Campaign? Radical figures like Malcolm X, Rap Brown, Stokely Carmichael are brushed over with a mere mention or no mention at all.
Even the figures mentioned by Davis have been whitewashed in one way or another. Douglass criticized Lincoln as "the white man's president," Sojourner Truth fought the post-Civil War federal government to secure General Sherman's promised land grants without success, and Harriet Tubman was only compensated for her military service after she was robbed and beaten. We are told of these great people, and their contribution to the struggle for freedom, but we are never told of their own struggle against the post-war white men who reneged on their promises of "freedom."
As per instructions from Minister of Information Nottinhaps, the following nations have been ejected for being in violation of the endorsement cap:

Olivian moranian

All of these nations were exceeding the 40 endorsement cap for nations not endorsing the Secretary, and made no meaningful attempt to get under the cap within 7 days of their warning.
Learn more about the exchanging endorsements (including how to endorse the Secretary!) in the RoSE program:
Main • Join the WA • Exchange Endorsements • Statistics • Awards
---
The RoSE program is overseen by Secretary Marxist Land of Peoples and is designed to engage citizens of The Leftist Assembly in the game mechanic of endorsements. Here are some important definitions to get you started:
World Assembly (WA) - An international body of nations like the real-life United Nations; the two bodies in the WA are the General Assembly (makes non-binding laws on all matters from health to schools) and the Security Council (commends and condemns specific nations/regions)
Endorsement - World Assembly members are able to give an 'endorsement' to other World Assembly members residing in their region as a virtual 'thumbs-up'; if you're a citizen of our region, then that means you can endorse your fellow comrades in TLA
Delegate - The nation with the most endorsements in a region is automatically assigned the position of 'Delegate' to the World Assembly; in TLA, we often use this interchangeably with 'Secretary' as that is the formal title of our leader who is bound by our Constitution to be the Delegate
Influence - Influence is a census statistic like any of the other ones you might already have seen (e.g. Civil Rights, Corruption), and it is gained by having a higher number of endorsements
Getting involved in the RoSE program is a simple three-step process that will reap many benefits for you:
Join the World Assembly
Endorse the Secretary, currently Marxist Land of Peoples
Endorse every other citizen
We have some handy tools to guide you along each step of the way - just follow the dispatches in this RoSE program series to learn more or ask a question on the Regional Message Board.
Vote in regional elections and referendums and run for regional government; being a member of the World Assembly is essential for these as it confirms that people aren't operating multiple accounts to gain more power
Make a name for yourself; the more nations you endorse, the more Influence you accumulate and the more endorsements you will typically earn in return, allowing for more people to get familiar with you (which might be useful if you run for a position in our regional government!)
Give our region a bigger voice on the world stage; each endorsement of our Secretary gives them an extra vote to better represent our interests when voting on World Assembly proposals!
Earn special RoSE Awards and engage in friendly competition with your fellow Assemblians on the regularly-updating RoSE statistics page
You can only join the World Assembly with one nation at a time; if you join with more than one, you could be banned for a given period of time, restricting the benefits we just previously mentioned above
You can not exceed and should not endorse others who are over the endorsement cap - see below for what applies to you (hint: endorse the Secretary to be allowed more endorsements!)
There is no shortage of assistance waiting to answer your questions if this is all too confusing for you; ask a question on the Regional Message Board or telegram Secretary Marxist Land of Peoples - we will be happy to help out!
The endorsement cap is the maximum number of endorsements you are permitted to have to ensure the security of the Delegacy
It is set at 80% of the Secretary's endorsements if you are endorsing them or 20% if you are not
The endorsement cap automatically updates daily so keep an eye on this to see what applies to you:

Announcement from Secretary Greylyn
Hi Comrades,
This is a brief announcement to notify all interested parties that the Ministry of Community Affairs will be accepting volunteers for the Civil Service. Read more about it on the updated dispatch linked below. :)
If you’re interested, submit an application and join the official server for the CSI today!
Note: There are no residency requirements for this ministry. You do not have to have resided in TLA for a minimum period of time like with the Guide Program.
The Civil Service Initiative is a multifaceted executive project to bring Assemblians into our community’s political process through volunteer work within our various ministries. Though each ministry’s civil service will have its own unique characteristics depending on the conditions thereof, volunteers will assist in the day-to-day functions of the Cabinet. At the end of the term, individuals will be awarded for their service to our community.
In order to become a Civil Servant, one need only fill out a brief application via a google form. Applications will be reviewed at the cabinet’s earliest convenience and applicants will be informed on whether they’ve been accepted into their program of interest. Individual ministries may have restrictions such as length of residency prior to being eligible to participate.
In short, the Guide Program is an opportunity for new members to have a mentor accompany them as they transition into The Leftist Assembly and become a part of our community. The nature of the Guide Program is the following.
In order to be eligible to become a Guide, one must reside in the region for a minimum of three months.
Guides will be assigned upon request by a new member who wishes to have a mentor from the Guide Program.
Guides will remain with their assigned newcomer for a week, during which, the Guide will answer any questions or concerns and otherwise assist in the integration process.
To request a Guide, individuals are encouraged to fill out the following form with the information requested.
The Community Affairs Ministry is the cultural enrichment wing of the Civil Service Initiative. Here, volunteers can work with Minister Libertasnia to select leftist art, such as poems, songs, photos, etc, and give them a spotlight within our region to provide a unique experience and resource to the comrades in our Assembly. Volunteers may also work with the Minister, as well as other Members of Government to plan and run cooperative events with other allied regions, such as a game night, movie night, or joint culture shows.
Civil Service members in Roleplay will help by maintaining the roleplay resources. Major responsibilities will be to maintain the map by adding new members or making map change requests, once they have been approved by the MORP. Another will be to maintain the list of active roleplayers. Should further needs arise, the input and assistance of civil service members will be gladly accepted.
Civil Service members in the Information Ministry will help by informing citizens of various events, through the use of dispatches. Those who wish to apply should have an understanding of how to use BBCode (the code used to create dispatches on NationStates). Should further needs arise, the input and assistance of civil service members will be gladly accepted.

Legislation Voted Upon
The Vacant Position Amendment (By-Election Integrity) has passed in the GA by a unanimous vote of 7-0. The votes were as follows:
FOR
Antinios: "The amendment will help increase the transparency of by-elections by having 3 election moderators instead of 1. The bill will also bind the election moderators of by-elections to section 3 of the Electoral Conduct Act. While there are concerns of the efficiency of by-elections being affected by the amendment, it would be somewhat made up for with 3 election moderators being able to work on the election while others are busy. I also believe that the trade off for an increase in transparency is worth it."
Argentigrad: "This amendment would increase the transparency of by-elections and it might even increase it's efficiency since the time gained from having three people moderate the election might be greater than the time lost from having to appoint one more election moderator."
Dyl: "I can only agree with the reasoning stated by all the other MGAs. So I have nothing else to add."
Kavagrad: "I believe that the sacrificed efficiency of having 3 appointed moderators is, in this case, a good call considering the protection against potential electoral fraud that this proposal gives us."
New samon: "This bill makes sure to decrease voter fraud and increase transparency by having three election moderators."
Nottinhaps: "This resolution ensures that by-elections remain secure from tampering, and decreases the workload for election moderators."
Sincadenas: "After much deliberation contemplating the choice between efficiency and transparency, I've chosen the latter. While this may not be as efficient, it can stop voter fraud -- something I've seen first hand and have a negative experience with -- and makes the process more transparent. Transparency was also one of the things I promised to uphold in my platform."
