    What is the World Assembly and why should I join it?

    The World Assembly, often abbreviated as "WA", is the NationStates equivalent of the real-world United Nations.

    • Vote on game-wide legislation: World Assembly member nations are able to vote on resolutions that reach the floor of the General Assembly and Security Council, thus allowing you to participate in determining game-wide legislation.

    • Endorse other nations: WA nations may endorse (similar to social media "likes") other nations in the same region as them.

    • Write WA resolutions: WA nations with 2 (two) or more endorsements may submit WA resolutions of their own for the entire game to vote on.

    • Bolster the strength of your region: The more endorsements our delegate, East Durthang, has, the larger the weighted delegate vote in the World Assembly is, granting us more influence over international WA affairs. Furthermore, the more endorsements our leadership holds, the more difficult it is for hostile forces to seek to invade or disrupt the stability of our home.

    As a part of the Pacific, you and every other Pacifican have the right to apply for NPO citizenship, and gain access to greater participation within the diverse activities and community of the region.

    Benefits of Becoming a Citizen

Or not, if you are already a proficient Discord user, simply skip every step until the one where the server link is posted.

    Now, for those unaware, LinkDiscord is a communication app available in browser, PC app or mobile format that allows its users to form large organized communities. These communities are called servers, in most cases, and each one has its own specific organization and set of rules and moderators. The intent of this dispatch is to provide an initial introduction to how to function with Discord and, more particularly, the NPO's server.

    Benefits of Joining Discord

    • The ability to become fully integrated with all opportunities available in The Pacific and make the most out of your citizenship is attained through joining the most active aspect of the region.

Article 1: Rights and Freedoms

1.1 All citizens in the Daco-Romanian federation are entitled to equal rights, freedoms, and protection under the law, regardless of race, religion, gender, sexual orientation or identity, national or ethnic origin, economic status, place of residence or any other status or characteristic.
1.2 Every citizen has the right to life and bodily integrity, the right to be heard in legal actions, the right to a fair trial and the right to privacy.
1.3 Every citizen has the right to freedom of thought, conscience and religion, the right to freedom of expression and the right to peacefully assemble.
1.4 Every citizen has the right to participate in the governance of the Daco-Romanian Federation, through a wide range of mechanisms including but not limited to voting in democratic elections, holding public office, protesting, providing public comment, and participating in local government processes.

Article 2: Federal Institutions

2.1 The executive government is established at a Federal level and will include the office of president, vice-president, prime minister and cabinet.
2.2 The Legislative Branch will be a Parliament with a House of Representatives and a Senatorial Council. The Parliament will pass laws, set budgets and oversee the executive government.
2.3 The Judicial Branch will be led by the Federal Supreme Court, which will uphold the constitution and rule on constitutional disputes.

Article 3: Federal Powers

3.1 The Federal Government in the Daco-Romanian Federation is entrusted with the powers to regulate interstate and international affairs and foreign policy, declare war, ratify treaties and provide for common defense and security.
3.2 The Federal Government is also responsible for enacting federal laws, ensuring national unity, promoting the economic and social development of the Federation, ensuring a secure and sustainable environment, and providing for the welfare of its citizens.
3.3 In the case of a crisis that jeopardizes the nations security, independence or would nullify any of the Articles of this constitution, either the President, Vice-President or Prime Minister (with a 2/3 super majority in Parliament) with a simple majority from the Federal Supreme Court could temporarily suspend parts of the constitution to deal with the crisis or until a 1 year deadline will end (whichever comes first), after which either the President, Vice-president or Prime Minister (with a 2/3 super majority in Parliament) will be able to be prosecuted for any actions which were done during the crisis, that are determined to be of danger to the People, nation and politics (the prosecution will be done under the authority of the Parliament's Senatorium Council, with some input from the House of Representatives).

Article 4: State Powers

4.1 The constituent states of the Daco-Romanian Federation will maintain a high degree of autonomy in domestic affairs, while remaining a part of the larger Federal Government.
4.2 Each state will be entitled to a representative in the Federal Senate, with the number of senators being determined by population. Each state will also be tasked with enacting its own state laws and regulations, providing for law enforcement and the administration of justice within its borders, and managing its own economic development.

Article 5: Federal Constituencies

5.1 The Daco-Romanian Federation is divided into three constituent states and one federal city:
i. Wallachia-Dobruja
ii. Moldavia-Transylvania
iii. Banat
iv. Federal City: Brasov-Segetuza
5.2 The Federal Constituencies will have a number of freedoms described in the constitution, but also a limited level of autonomy from the federal government (with the intention of stoping centralization proposals thar might disrupt the national systems put in place)
5.3 The Federal Constituencies are divided into different types of autonomy:
i. Autonomous Constituencies (which have nominal authority from the federal government and can act as independent countries in all but name)
ii. Constituencies (or members of the federation which have the duty to follow the constitution and to instate democratic institutions, under which the people can interact with the nation)
iii. Minority region (or parts of land reserved for accepted minorities inside the borders of the Federal Republic or its constituents)
iI. Cities (which have a number of freedoms compared of normal cities, as to facilitate trade, diplomacy or for political or historical reasons)

Article 6: Federal Seat of Power

6.1 The Federal Seat of Power, also known as the Federal Capital, is Braşov-Segetuza.
6.2 The Federal Capital will be politicaly and economically independent from the Constituencies (as to not forge a weak government being influenced by the constituencies).
6.3 The Federal Capital Lands will be of no greater than 100 meter in a sphere like shape, and will be donated from either of the constituencies if necessary.

Article 7: International Representation

7.1 The Daco-Romanian Federation will be represented in international affairs through its federal government, and in particular by its President and Minister of Trade and Diplomacy.
7.2 The Minister of Trade and Diplomacy will not be allowed to be enter any WA building, and instead will choose a Diplomatic secretary to act in its stead (the secretary being vetted by the Parliament and voted by the people through a referendum).
7.3 The Minister of Trade and Diplomacy will not be allowed to negotiate treaties unrelated to trade or negociations of peace, unless he gets a 3/5 majority approval from the Parliament.
7.4 The Minister of Trade and Diplomacy will be chosen by the President or Prime minister, the candidate will need a 2/3 super majority approval from the Senatorial Council, for the candidate to assume the position.

Article 8: Defense

8.1 The federal government is responsible for providing for the defense of the Daco-Romanian Federation, through the establishment of a formal military and a reserve component.
8.2 In addition, each constituent state will have its own defense force, which will work alongside and report to the federal government.
8.3 The military will under no circumstances be allowed to exit the country (unless specified by WA or Parliamentary decree).
8.4 The military will need approval from the President or Vice-President for any military budget or logistical change (unless this is a matter best suited for the Parliament which will be the one to vote on the validity of the Presidential or Vice-Presidential Decree)

Article 9: Federal Budget

9.1 The Federal Government will work with the constituent states to establish a federal budget, which will be funded through taxes and other sources of income.
9.2 The federal budget will be used to provide for national defense, social services, economic development, and other programs and services.
9.3 The Official Federal Currency is named Daco-Romanian Tokens (DRT for short), and its denominations are:
i. 1 cent coins (with the Parliament House on the front design) (recently retired from circulation)
ii. 5 cent coins (with the current prime-minister on the front design)
iii. 10 cent coins (with the current Vice-President on the front design)
iI. 50 cent coins (with the current president on the front design)
I. 1 DRT (with an Aquila on the front design)
Ii. 5 DRT(with an Eagle on the front design)
Iii. 10 DRT (with a Crow on the front of the design)
Iiii. 50 DRT (with a Bull on the front of the design)
iII. 100 DRT (with a lion on the front of the design)

Article 10: State Finances

10.1 Each constituent state will also have its own budget, which will be used to provide for local services and programs, including law enforcement, education, healthcare, infrastructure, and economic development.

Article 11: Taxation and Revenue Sources

11.1 Taxes will be used to fund the federal government and the constituent states, to support the common good and promote equitable distribution of resources.
11.2 All citizens shall be subject to federal taxes, while local taxes will be determined by each constituent state's legislature.

Article 12: Amendments and Ratification

12.1 Amendments to this constitution may be proposed under a draft to the wider public in a referendum, before it being passed to the House of Representatives to be voted with a 2/3 super majority, after which the vote goes to the Senatorial Council from which it needs a 2/3 super majority before finally it goes to the Supreme Court from which it needs 5 out of the 9 votes for it to go into effect.

Article 13: Transition and Final Provisions

13.1 This constitution will take effect on the date of its ratification by a majority of voters within each of the constituent states and the federal city, and shall be known as the Constitution of The Daco-Romanian Federation.
13.2 All laws in force at the time of ratification of this constitution shall remain in effect unless deemed unconstitutional by the Federal Supreme Court.
