Valga: Split between Latvia and Estland, My Cousins, ancient Estonia.

Otepää: skiing, hilly.
Jõhvi: Many Russians, new centre of Ida-Virumaa county.
Haapsalu: Swedish, castle.
Kärdla: Hiiumaa.
