Author was a WA cheat
It’s a “No” from me.
I had major run-ins with the author of the current SC resolution a couple of years ago when he tried to get a previous version passed (5 times it failed). During his campaign he got done for multi-ing, warned for malicious quote editing (my quote) and eventually lost two nations (including the authoring nation) for posting past forum ban.
Took great exception to me saying that TWP wouldn’t vote for a resolution proposed by a WA cheat (I was WA Minister at the time).

I thought it was the same nation that had submitted previous Commend TRR but wasn't sure since it was under different names. Was he also the nation that was suspected of having a lot of collaboration done on the resolution by a blacklisted player?
Outside of issues with the author, there are a lot of other issues with the proposal which I think merit a vote against.
The author’s original nation was Cepcecic Ghost or something like that (I’d have to check the original SC thread to be certain).
No collaboration with a blacklisted player that I know of, but he was getting stuff from Unibot - knew that because he thanked Uni in v2 (I think) of his 5 attempts.
When he did manage to write a legal version and get it to quorum, even TRR voted against it. 😀

I was talking about that player yes, I classified him as being blacklisted.
Looks as though TRR may vote against this resolution as well looking at their current forum vote.

and this means
old lake
frog falls in
splash sound
so I think that means 'frog goes in old lake and makes splash sound'
