I understand that but it's a big turnoff to prospective member regions when they see a regional RMB, even one for an alliance, that isn't active.
Then I guess we need a separate region just for puppets?
not necessarily, but I'm asking all regions to follow and enforce Executive Order X. a minimum of 3 messages a day from each region on the URV RMB is not asking much.

Honestly, considering how the URV has been going lately, I would shoot for 5 RMB messages per region a week as the redline. We can work our way up from there.
