[026] Authoritarianism: Tiebreak by considering national policies

Proposed Change: Add factors in for most policy-based national bans, which will increase authoritarianism in an attempt to tiebreak at the top of the rankings. Also perform renormalisation to obfuscate the effect of these factors.
