At the designated meeting point, the Sultanate’s officials stood ready to welcome the visitors. A formal guard escort had been prepared, not as a display of force, but as a symbol of respect and the importance Dhaki wa Hakim placed upon the relationship between the two nations.
The Sultan’s representatives approached the Takegashii delegation and greeted them warmly before beginning the journey through the capital.
As the delegation travelled through Al-Asima Al-Bahriyah, they passed through the heart of the city, where the architecture reflected the history and identity of Dhaki wa Hakim. Government buildings, public gardens, and cultural landmarks surrounded the route, showing the prosperity and traditions of the Sultanate.

“Throughout history, nations have achieved their greatest successes when they choose cooperation over isolation. Dhaki wa Hakim believes that friendship between our peoples can become the foundation for a stronger future.”
The Sultan then presented a proposal for a comprehensive treaty between Dhaki wa Hakim and the Empire of Takegashii.
“This treaty would establish a deep partnership between our nations. It would encourage economic cooperation, trade expansion, cultural exchange, technological collaboration, and mutual support in times of difficulty.”
The Sultan’s advisors placed the prepared document before the delegation.
“Beyond these areas, we also wish to discuss security cooperation and a commitment that our nations will stand together when faced with challenges. We do not seek a partnership built only on words, but one built through action and trust.”
The Sultan looked toward the representatives of Takegashii.
“Our proposal is for a lasting partnership, one where Dhaki wa Hakim and the Empire of Takegashii can work together as close allies and strengthen each other’s prosperity and stability.”
The meeting chamber remained quiet as the treaty proposal rested before the delegation. Dhaki wa Hakim’s representatives waited respectfully, prepared to discuss the terms and hear the thoughts of their guests.
The room was hushed as the Takegashiian diplomats poured through the pages of the proposal. Ichira scanned the terms thoughtfully. He had no concrete objections to any of the points, but a nagging feeling in his mind told him that he might run into more trouble in the National Assembly. Still, they had a working majority, and surely he could pull some HM Assemblymembers over to cross the aisle. He flipped through the pages and reread it a second time, an old habit from university. Economic cooperation, yes, trade expansion, yes, all good...was he forgetting something?
He could feel the anticipating gazes of the business leaders, hungry for new economic opportunities, practically lasering a hole in his back. Then he realized that the educational leaders were doing the same; oh, that was right.
"Well, our National Assembly is going to have to ratify this, but it seems perfectly reasonable to me. I'm afraid our nation is a little more inefficient than yours," he quipped. "The only thing I believe I have to mention is that these fine gentlemen here want to expand their universities to your country as well." Ichira gestured towards the Kiyo and Rija deans. "We have room in our foreign assistance budget to set up a scholarship for students here in Dhaki wa Hakim to come to Takegashii and study with our finest. Perhaps you would also be interested?"
"A government that carefully considers its decisions is not an inefficient one," the Sultan replied with a light chuckle. "Enduring partnerships are strengthened when they are supported not only by their leaders, but by the representatives of their people. We fully respect the constitutional process of the Empire of Takegashii and shall await the Assembly's judgement with patience."
Turning his attention toward the university deans, the Sultan inclined his head respectfully.
"Your proposal regarding higher education is one that we welcome wholeheartedly. Knowledge has always been among humanity's greatest investments, and the exchange of students, professors, and researchers strengthens understanding between nations in ways that commerce alone cannot."
Several advisers quietly exchanged notes before one stepped forward to present a supplementary document.
"Should your Assembly approve the treaty," the Sultan continued, "Dhaki wa Hakim would gladly facilitate the establishment of campuses or academic partnerships between your universities and our own institutions, subject to our national educational standards and mutual agreement. We would also encourage joint research initiatives, faculty exchanges, and collaborative programmes in science, engineering, medicine, agriculture, economics, and the humanities."
The Sultan paused briefly before addressing the scholarship proposal.
"We are equally grateful for your generous offer to provide scholarships for our students. Such an opportunity would allow talented young Muwatinun min balad ra'i' to study in the Empire of Takegashii, return home with valuable knowledge, contribute to the continued prosperity of both our nations."
He folded his hands upon the polished table.
"In return, Dhaki wa Hakim would be pleased to establish reciprocal scholarships for Takegashiian students wishing to study within our universities and cultural institutions. We believe that genuine friendship is built not merely by governments, but by the generations that will one day succeed us."
The Sultan looked across the chamber toward Ichira.
"If these educational provisions meet with your approval, we shall gladly incorporate them as an additional article of our treaty. We believe they will further strengthen the bonds between our peoples, ensuring that this agreement is remembered not only as a diplomatic accord, but as the beginning of a lasting partnership founded upon trust, learning, and mutual prosperity."
Ichira listened intently and smiled. It was nice, for once, to have negotiations go smoothly. "Of course. I'm more than happy to indicate our provisional agreement on behalf of the Council of Ganwa, with full implementation to come upon the treaty's ratification. I do hope this is the start of a long and wonderful relationship." Extending a hand to his aide next to him, Ichira was given a small, fine-tipped pen, which he used to quickly sign the treaty and its supplement. As he finished the last stroke of the pen, the Takegashiian delegation gently applauded. Standing from his seat, he extended a hand to the Sultan as Takegashiian photographers prepared their cameras. "Here's to a new alliance, and a shared future."
Ichira smiled in return and shook the Sultan's hand. "It would be my pleasure."
After a night of enjoying the diplomatic festivities and exploring what Dhaki wa Hakim's capital had to offer, Ichira retired to his lodgings and forced himself to remain updated on the affairs going on in Takegashiija. In a sharp contrast to the fun he had had throughout the day, he donned nothing but a grim smile throughout the night. The Council and the National Assembly had hung ratification on the treaty on him giving up some of his own legislative agenda.
He sighed and ran a hand through his hair, forgetting for a moment that it was filled with mousse; he recoiled and cursed before wiping his hand on his suit pants. He couldn't let everything that they'd done on the trip amount to nothing, but just how far would he give up his own goals?
He composed a quick message to the other SPT members of the Council back home and closed his laptop, laying down on his bed. All of that could wait. Tomorrow, he resolved himself to explore the capital and hopefully meet some of the locals. It would help to make a good impression abroad, and he was sure that the camera crews would absolutely eat up some footage of him going to local restaurants and meeting new people. The day after, on the long way back to Takegashiija, he would get all of his domestic affairs in order. He thought for a moment. As soon as he got back, he'd enact some business permitting reforms. That would be easy enough.
That night, he dreamed of Dhaki wa Hakim's skies, colored an orange-blue by the setting sun.
