It is with profound respect for our shared heritage across the Eynhallow Sound and our mutual dedication to the long-term vitality of the Orkney archipelago that the Sovereign Assembly of Rousay formally transmits notice of newly ratified legislation within our borders.
On October 1, 2026, the Assembly passed into law the Synthetic Gestation & Biogenic Autonomy Act, establishing two binding statutory mandates for all health, medical, and civil institutions within the territory of Rousay:
Universal Ectogenetic Birth (VAT Gestation): Effective immediately, all future citizens of Rousay shall be gestated and carried to term within state-certified artificial womb systems ("VATs"). Natural biological pregnancy is systematically phased out in favor of standardized, nutrient-controlled incubation designed to eliminate maternal mortality, prevent congenital disorders, and guarantee optimal early-stage health for every infant.
Exclusive In-Vitro Organogenesis (VAT-Grown Transplants): All organ replacements and tissue repair therapies administered within Rousay must utilize patient-matched, bio-printed organ tissue cultured entirely within bioreactor vessels. The transplant or harvesting of organic human donors is formally prohibited, ensuring an end to transplant waiting lists, organ rejection, and the ethical burdens of donor scarcity.
While our bio-engineers at Brinian have demonstrated impeccable precision in controlled clinical trials, the Sovereign Council remains fully conscious of the gravity of this transition.
