Well, this Brotherhood is the second in the command to the Governor.
The Waterlich Empire is, roughly speaking, a superpower on the planet Riventarial C and plays a role similar to the chief arbiter. In addition, the empire was the first to appear on this planet and it is there that the administration of the planet is located, where representatives of new nations are accepted (something like the UN)

In general, the capital of Waterlich is located partly in a cave system underground.
On this planet there are huge cave systems in which there are huge oceans and islands (just like the novel “Journey to the Center of the Earth”, only there is no lighting...)
This nation is separate from my other nations.
