Liberations and injunctions are typically written primarily by defender commanders, and are not a burden required of natives. They also get passed very fast in the event of a raid, much faster than raiders could password the region or transition it to a stronghold. It takes a boatload of influence to do either, and even assuming a successful raider doomstack, the liberations and injunctions would pass first.
Also regions don't typically get a liberation or an injunction just because they want one or are potentially vulnerable, especially not communities that have only been around for a few months.

To add, from my experiences and observations.... the raiders wouldn't go for us anyway. The orgs that could kill this region would likely support us due to our theme.... and those that don't aren't strong enough.
