Changed the founder in refounding this region. Changed the flag, but decided to keep this region as an oracle region instead of upgrading it to a matrix region. I figure that I have enough matrix regions and potential matrix regions coming on line soon enough to keep me busy without adding more.
That upgrades this region. Now to find which region to be next.
