As this is a Constitutional Amendment vote, it requires a supermajority to be approved (2/3 or 66.67%).

Brief Purpose: To reform the maintenance of The Free Nations Region following the Frontier/Stronghold update and enable the creation of a Frontier as a territory of The Free Nations Region.
Frontier and Stronghold Amendment to the Constitution
Amendment:
The Preamble shall be amended to say "In order to promote freedom, peace, liberty, and the pursuit of happiness, this Constitution hereby establishes the Free Nations Federation, ensuring a republican form of government, democratic representation for all, and the stable growth of our home."
The definition of "Citizen" shall be amended to say "A Nation that holds citizenship within the Free Nations Federation."
Article II, Section 1 shall be amended to say “Any World Assembly nation shall receive citizenship provided they endorse the delegate of either The Free Nations Region’s Frontier or The Free Nations Region itself, if no Frontier is established.”
Article III - The Government shall be renamed "Article III - The Federation Government."
Article III, Section 1 shall be amended to say "The Free Nations Federation shall be the government of The Free Nations Region and its territories. It shall consist of an executive branch, a legislative branch, and a judicial branch."
Article III, Section 1, Clause a shall be amended to say “The President, Vice President, and their Cabinet represent the Executive Branch.”
Article III, Section 2 shall be amended to say "No members of the government may hold multiple elected offices within the Federation."
Article III, Section 4, Clauses a and b shall be amended to replace every instance of the term “Vanguard Protocol” with “Crisis Protocol.”
Article IV, Section 1, Clause b shall be amended to say “The President shall receive regional on-site permissions within the stronghold to handle Appearance, Communications, Polls, Embassies, and Border Control.”
Article IV, Section 2, Clause C shall be amended to say “The Vice President shall receive regional permissions within the stronghold to handle Appearance, Communications, and Polls.”
Article IV, Section 4, shall be amended to say “The World Assembly Delegate shall be the Minister of the World Assembly and is the stronghold’s representative to the World Assembly (WA). The Minister of the World Assembly shall be a permanent Minister position under the Executive Branch, subject to the rules and regulations of Ministries laid out in the Constitution and standing law, and shall be elected alongside all other Ministers.”
Article IV, Section 4, Clause a shall be amended to say “The World Assembly Delegate shall receive regional permissions within the stronghold to handle World Assembly, Communications, and Polls.”
Article IV, Section 5, Clause a shall be amended to say "The Roleplay Delegate shall have full responsibility over the Roleplay Community of the Free Nations Federation."
Article V, Section 2, Clause c shall be amended to say “The Speaker shall receive regional permissions within the Stronghold to handle Communications and Polls.”
Article VI, Section 2, Clause b shall be amended to say “The Chief Justice shall receive regional permissions within the Stronghold to handle Communications, Embassies, and Border Control.”
Article VII shall be renamed “Article VII - The Chief Administrator” and all its Sections, Clauses, and Subclauses shall be repealed.
Article VII, Section 1 shall be created, saying “The Free Nations Region shall be a Stronghold.”
Article VII, Section 2 shall be created, saying “The Governor position of The Free Nations Region shall be named to Chief Administrator. It shall be initially held by Heaveria. No other government officer or person thereof may claim the responsibilities laid out.”
Article VII, Section 2, Clause a shall be created, saying “The Chief Administrator is appointed to serve for an unlimited amount of time.”
Article VII, Section 3 shall be created, saying “Succession of the Chief Administrator position shall be controlled by the internal procedures of the Moderators.”
Article VII, Section 4 shall be created, saying “The Chief Administrator shall be a ceremonial position, with no other power except when granted additional powers in a time of emergency by the Supreme Court. During a time of crisis, the Chief Administrator shall be under the direct supervision of the Supreme Court. The Chief Administrator may issue ceremonial decrees.”
Article VII, Section 5 shall be created, saying “The Chief Administrator holds the same rights as all citizens.”
Article VIII, Section 5 shall be amended to say “The President, Ministers, Speaker, and RP Delegate are elected offices and shall serve a term lasting ninety (90) days.”
Article VIII, Section 11 shall be amended to say "The official voting system of The Free Nations Federation is "Instant Runoff Voting" (IRV)."
Article XI, Section 1 shall be amended to say "All nations have a duty to defend the Free Nations Federation from those with harmful intentions towards it."
Article XI, Section 2 shall be amended to say "The Free Nations Defense Association (FNDA) shall function as the legitimate armed forces of the Free Nations Federation, and shall be placed under the command of the Executive branch of the Federation."
Article XI, Section 3 shall be amended to say "The armed forces shall defend the Free Nations Federation against invasions and foreign aggression and shall also participate in defenses of allied regions against raiders."
Article XII - Amendments and Article XIII - Supremacy shall be renumbered as XIII and XIV, respectively. Future references to these articles within this amendment shall refer to them by their new numbers.
Article XII shall be created, and titled “Frontiers.”
Article XII, Section 1 shall be created, saying “The Free Nations Region may create or designate Frontiers as properties of The Free Nations Region, provided the consent of the Founder nation. The creation/designation, usage, and protection of Frontiers may be defined by law.”
Article XII, Section 2 shall be created, saying “Any designated Frontier shall be considered an extension of the sovereignty of The Free Nations Region.”
Article XII, Section 3 shall be created, saying “The Constitution, laws, and treaties of The Free Nations Region shall apply equally to the Stronghold and any designated Frontiers.”
Article XII, Section 3, Clause a shall be created, saying “The government of The Free Nations Region shall have full jurisdiction over all designated Frontiers.”
Article XIV, Section 1 shall be amended to say "This Constitution is the supreme legal authority of the Free Nations Federation."

Brief Purpose: To reform the process and provisions of Regional Emergency befitting the needs of the modern government.
Amendment to the Constitution, Article X
Amendment:
The title of Article X shall be amended to replace "Regional Crisis" with "Federal Emergency". The current contents of Article X will be struck from the Constitution and replaced with the following:
Federal Emergency may be declared and ended by a supermajority vote of the Citizens’ Assembly, initiated through the same process as a Referendum.
Should the Stronghold be converted to a Frontier or otherwise be left without a Governor, a Federal Emergency shall immediately be declared, wherein:
The President shall immediately assume the office of the World Assembly Delegate.
The President shall password the region until Governorship is safely restored to a new Chief Administrator, determined through the internal procedures of the Moderators.
Should the government determine a Frontier to be under existential threat, as determined by relevant legal security apparatuses through their own internal processes, a Federal Emergency shall immediately be declared, wherein:
The legal protections of citizens within the affected Frontier are suspended.
The authority of Border Control may be extended to any individual designated by the relevant security apparatus.
The World Assembly Delegate shall password the region until security is safely restored.
In all cases of Federal Emergency, elections are suspended.
Absolute legislative and executive emergency power may be vested in the President or the Chief Administrator by the provisions of Federal Emergency.
The Constitution and laws of the Free Nations Federation may be suspended by a motion to initiate Federal Emergency, with the following exceptions:
Articles VII, X, and XIV of the Constitution may never be suspended or amended.
Treaties may never be suspended nor amended without the consent of all signatories.
The composition of the Supreme Court of the Federation may not be altered by or during a Federal Emergency without the unanimous consent of the Supreme Court's existing members.
Throughout the duration of the Federal Emergency, the Supreme Court shall ensure that the provisions of this Article are being followed and that the emergency powers granted to the President or other officials by the Emergency motion are not wielded with malice. To this effect, the Supreme Court may still exercise the power of Judicial Review, but only with consideration to active provisions of the Constitution and Legal Code.
Should the Supreme Court unanimously rule that the Federal Emergency state is being abused, the Emergency will immediately end and all provisions of the Constitution and Legal Code shall be restored.
In the case where restoring the Constitution and Legal Code is determined to be an existential threat to the Federation, the Supreme Court may elect to replace the President with the Chief Administrator instead of ending the Emergency.
After a period of 365 days has passed since the start of the Federal Emergency, should the Emergency remain in effect, the Emergency will immediately end and all provisions of the Constitution and Legal Code shall be restored.

Brief Purpose: To reform the Federation allowing for the efficient use of politically active manpower without undue restraints.
Bureaucratic Simplification Amendment to the Constitution
Amendment:
Article III, Section 4 shall be completely struck from the Constitution.
Article IV, Section 3 and all subsequent clauses and subclauses shall be completely struck from the Constitution, replaced with a new Section 3 with the following text: "The President may create, modify, and remove ministries at any time."
Under Article IV, Section 3, Clause a will be created, stating "The President must define each ministry's function. Each ministry’s name and minister title must accurately reflect the ministry’s function.
Following IV.3.a, IV.3.b shall be created, stating "Each ministry shall be led by a Minister, nominated by the President and approved by a majority vote of the Citizens’ Assembly, who shall serve at the discretion of the President. The Minister must be a citizen of the region."
Following IV.3.b, IV.3.c shall be created, stating "The President shall assign regional permissions to a minister at their discretion."
Following IV.3.c, IV.3.d shall be created, stating "Each Minister may appoint one Deputy Minister, to act as the second-in-command of the ministry, who shall serve at the discretion of the minister. The Minister, President, or Vice President may dismiss a Deputy Minister at any time."
Following IV.3.d, IV.3.e shall be created, stating "Each ministry shall consist of staff members appointed by the minister. Ministry staff shall assist in performing the ministry's function. Ministry staff must be citizens of the region. The Minister, Deputy Minster, President, or Vice President may dismiss a staff member at any time."
Following IV.3.e, IV.3.f shall be created, stating "Ministers, deputy ministers, and ministry staff may be removed from office by the Supreme Court upon criminal conviction."
Following IV.3.f, IV.3.g shall be created, stating "The President may choose to appoint citizens to serve in their cabinet in non-ministerial positions, subject to approval by a majority vote of the Citizens’ Assembly."
Article IV, Section 4 shall be amended to strike the phrase "and shall be elected alongside all other Ministers."
Article VIII, Section 5 shall be amended to strike the word "Ministers".

Brief Purpose: To allow for the creation, maintenance, protection, and usage of a frontier region as a territory of The Free Nations Region to create a new source of new nations in the region and properly integrate them.
Frontier Act
Section I: Creation of Frontier
The frontier of The Free Nations Region shall be the region Hive.
Hive shall maintain an embassy with The Free Nations Region.
The embassy of The Free Nations Region shall be placed first in the order of embassies of Hive, and Hive in the order of embassies of The Free Nations Region.
Hive shall be considered an extension of The Free Nations Region's sovereignty.
The World Factbook Entry of Hive shall indicate that it is a property of The Free Nations Region and under the protection thereof.
In the case of invasion or instability within Hive, the Free Nations Defense Association shall be deployed to maintain order and the President shall be empowered to summon allies to the defense of Hive.
Section II: The Chief Protector
The office of the Chief Protector is hereby established.
The Chief Protector shall hold the World Assembly Delegacy within Hive.
The Chief Protector must abide by the decisions of the World Assembly Ministry in regards to approval of and voting on proposals in the World Assembly.
The Chief Protector shall be empowered to defend the region against invasion, subversion, and matters of crisis. To this extent, they shall maintain a high endorsement count.
The Chief Protector shall be chosen by the Chief Administrator.
Section III: The Vanguard Council
The Vanguard Council is hereby established. There shall be no minimum or maximum number of Vanguards.
The Chief Protector shall be an ex officio member of the Vanguard Council.
A list of the Vanguards shall be published in a dispatch by the Chief Protector, and pinned in the region of Hive.
The Vanguard Council shall be granted authority over the protection of Hive. To this extent, they shall maintain high endorsement counts.
The Vanguard Council shall be empowered with deciding upon an endorsement cap for the region. This endorsement cap shall be posted on the World Factbook Entry of Hive.
The Vanguard Council shall be empowered to ban and/or eject any violators of the endorsement cap as well as any nations entering the region which are suspected of subverting or invading the region, or otherwise betraying affiliation with invader organizations or regional militaries.
Vanguards shall be nominated by the President and confirmed by a supermajority of the Citizens' Assembly as defined by the Constitution.
Vanguards shall be citizens holding World Assembly status within the region of Hive, and shall endorse the Chief Protector and every member of the Vanguard Council.
The office of the First Vanguard is hereby established. Should the Chief Protector be unable to hold the World Assembly Delegacy for any reason, the First Vanguard shall assume the Delegacy on behalf of the Chief Protector.
The First Vanguard shall be chosen by the Chief Protector from amongst the Vanguard Council.
The First Vanguard shall be held to an endorsement cap equal to the endorsements of the Chief Protector minus one.
Should a Vanguard resign from the World Assembly, it shall constitute resignation from the Vanguard Council.
Section IV: Minister of Frontier
The Ministry of Frontier is established as a permanent Ministry of The Free Nations Region. The President shall not have the power to abolish this Ministry. All other Presidential powers over Ministries and Ministers shall be extended to the Ministry and Minister of Frontier.
The Minister of Frontier shall be elected alongside other Ministers of the Free Nations Region, or otherwise chosen through existing protocols set out in law.
The Ministry of Frontier shall be granted the authority over integration of newly founded nations in Hive, and with maintaining an engaging culture within Hive in cooperation with other Ministries of The Free Nations Region.
The Minister of Frontier may nominate a Deputy Minister per the laws and procedures of The Free Nations Region.
Section V: Regional Officers
Six Vanguards shall be designated as Regional Officers in Hive, granted the authorities of Border Control and Communications. This shall include the First Vanguard and five other Vanguards chosen by the Chief Protector.
No other individuals may be granted Border Control authority within Hive.
Bans enacted by the Moderation of The Free Nations Region shall be executed by the Vanguard Council in Hive.
The President shall be designated as a Regional Officer in Hive, granted all authorities except that of Border Control.
The Minister of Frontier shall be designated as a Regional Officer in Hive, granted all authorities except that of Border Control.
The Speaker shall be designated as a Regional Officer in Hive, with the authority of Communications and Polls.
The Chief Justice shall be designated as a Regional Officer in Hive, with the authority of Communications.
An Election Commissioner chosen by the Commission shall be designated as a Regional Officer in Hive with the authority of Communications.

Every instance of the term "Vanguard" or "Vanguards", remaining following the previous changes, shal be replaced with "Crisis Corps Member" or "Crisis Corps Members," depending on the singularity or plurality of the terms.

29th December 1845 (178 years ago) – The United States annexes the Republic of Texas and admits it as the 28th state
The Texas annexation was the 1845 annexation of the Republic of Texas into the United States. Texas was admitted to the Union as the 28th state on December 29, 1845.
The Republic of Texas declared independence from the Republic of Mexico on March 2, 1836. It applied for annexation to the United States the same year, but was rejected by the United States Secretary of State. At that time, the majority of the Texian population favored the annexation of the Republic by the United States. The leadership of both major U.S. political parties (the Democrats and the Whigs) opposed the introduction of Texas — a vast slave-holding region — into the volatile political climate of the pro- and anti-slavery sectional controversies in Congress. Moreover, they wished to avoid a war with Mexico, whose government had outlawed slavery and refused to acknowledge the sovereignty of its rebellious northern province. With Texas's economic fortunes declining by the early 1840s, the President of the Texas Republic, Sam Houston, arranged talks with Mexico to explore the possibility of securing official recognition of independence, with the United Kingdom mediating.
In 1843, U.S. President John Tyler, then unaligned with any political party, decided independently to pursue the annexation of Texas in a bid to gain a base of support for another four years in office. His official motivation was to outmaneuver suspected diplomatic efforts by the British government for the emancipation of slaves in Texas, which would undermine slavery in the United States. Through secret negotiations with the Houston administration, Tyler secured a treaty of annexation in April 1844. When the documents were submitted to the U.S. Senate for ratification, the details of the terms of annexation became public and the question of acquiring Texas took center stage in the presidential election of 1844. Pro-Texas-annexation southern Democratic delegates denied their anti-annexation leader Martin Van Buren the nomination at their party's convention in May 1844. In alliance with pro-expansion northern Democratic colleagues, they secured the nomination of James K. Polk, who ran on a pro-Texas Manifest destiny platform.
In June 1844, the Senate, with its Whig majority, soundly rejected the Tyler–Texas treaty. Later that year, the pro-annexation Democrat Polk narrowly defeated anti-annexation Whig Henry Clay in the 1844 presidential election. In December 1844, lame-duck (outgoing) President Tyler called on Congress to pass his treaty by simple majorities in each house. The Democratic-dominated House of Representatives complied with his request by passing an amended bill expanding on the pro-slavery provisions of the Tyler treaty. The Senate narrowly passed a compromise version of the House bill, designed to provide President-elect Polk the options of immediate annexation of Texas or new talks to revise the annexation terms of the House-amended bill.
On March 1, 1845, President Tyler signed the annexation bill, and on March 3 (his last full day in office), he forwarded the House version to Texas, offering immediate annexation. When Polk took office at noon the following day, he encouraged Texas to accept Tyler’s offer. Texas ratified the agreement with popular approval from Texians. The bill was signed by President Polk on December 29, 1845, accepting Texas as the 28th state of the Union. Texas formally joined the union on February 19, 1846, prompting the Mexican–American War in April of that year.

Good afternoon once again by me Stefania Rizou.
The Constitutional Court has taken its first ever decision. Regarding a new legislation about the definition of family into the territory of Cycladas, the Court understands that the definition given in the Law 5/2023, is not viable with the traditions of nuclear families and that the formation of family is based on blood as also as continuity of generations.
Therefore, the Government of Cycladas informs all fellow states of the Hive region, that the law regarding on family, is about to change in due course.

Hello.
This is the first official communication of the Democratic Republic of Cycladas. Stefania Rizou, Cycladas Goverment Spokeswoman, is communicating to our fellow states and their citizens on behalf of the citizens of Cycladas.
Today, Government after an extended consultation with its citizens has approved its first ever series of national legislation, including:
a. Declaring the dogs as "protected species" meaning that hunting as well as cooking or killing them, shall be forbidden.
b. We declare prohibited any organ donation.
c. We allow scientists to clone human embryos for research purposes only.
d. We protect free speech as long as no hate speech-related crimes are committed.
e. Defining the families as a group of people abandoned in foreign countries. This legislation is subject to Constitutional Court's final decision, which will be respected anyways.
In terms of Foreign Policy, this country (created today) is already a part of the World Assembly and has conducted the first two votes, one for the Assembly and one for the Security Council.
We voted "for" the Assembly's resolution about "Sustainable Aquaculture Protocols" and "against" the Security Council's Resolution about "Commend Alvalero". The reasoning will be communicated to the local press at 17:00 EET in a press briefing by the governement.

Hello.
This is your official communication or briefing for today Saturday, December 30th. Stefania Rizou, The Cycladas Government Spokeswoman, is communicating to all nations of Hive, on behalf of the country's government and citizens.
Before we begin our second and last briefing for 2023 (because for the next two days, due to celebrations for the new year, our official communications will not be available, except for emergency reasons), let me point out some words about ourselves. We are just a day before bidding farewell to 2023, a year that culminated our precious fight for establishment and recognition of Cycladas as an independent country. Yesterday, this fight came to an end. Firstly, our state declared independence with acceptance from all the world. And secondly, we became members of the World Assembly, the world's supreme authority.
So, on behalf of all citizens, thank you once again for your support and we promise once again, to be with every struggling nation in the world fighting for their right.
Let's proceed with this year's last briefing.
In Government's activity...
As you may know already, changes are due in the Law 5/2023 or "Definition of Family Act", due to disapproval of the new Constitutional Court. The changes shall be announced on the first briefing of 2024 on Tuesday, because the Government is looking to the thesis of the Court in order to prepare the substantial changes.
Yesterday, Government has approved 2 new Laws causing controversy:
The first, is that discriminations are now forbidden in any form of sports or sport-related activities like cheerleading. Mixed-gender teams can now compete in separate championships or tournaments. This is an important step to get into a fully inclusive and equal society in Cycladas.
The second Law approved by the country's government was that all telephone traffic is temporarily under surveillance for "national security reasons". We can assure our citizens that this act shall not be a permanent situation in Cycladas and after the New Year's Eve, the Government will look into preparing a regulation regarding surveillance. This regulation will be proposed to the Parliament of Cycladas after the February's elections.
In other news...
Government and Constitutional Court will meet on January 4th, in order to discuss the creation of the Cycladas Elections Authority, a form of an electoral commission that will guarantee the electoral campaign as well as the February 1st legislative elections. Our belief is that both the Government and the Court will allow political parties to participate in the first ever elections for the Cycladas, but you'll wait the end of the meeting in order to find more.
And finally, we'll not make any comment about the behaviour of the Prime Minister of Behalovia (if I pronounce it correct) by not giving the hands in a meeting our Prime Minister, Andri Disha, had earlier today. Not on the act whatsoever, as on his reactions after the end of meeting. Anyone is criticised by the people and we'll not tolerate any attempt to censor any criticism unless is a hate speech crime.
Because on December 31st 2023 as well as January 1st 2024, the Government will not function due to transition into 2024, obviously, we wish you a happy and prosperous New Year and stay confident but humble.

Greetings from me, Kasianni Papagianni, the first ever Minister of Interior in Cycladas to the nations of Hive.
As we all know, as of yesterday, Cycladas is free. But the government is still "under construction" because we have only the executive and judicial branch, but neither the legislative branch nor any other authority capable to a new stateship situation. So to Ministry of Interior fall lots of areas of legislative competence that are not part of the transitional government like energy, water, transportation, culture, sport, digital governance, media, agriculture etc.
After a consultance with Prime Minister, Andri Disha, as well as the Justices of Constitutional Court, we are happy to announce a series of Deputy Ministers reporting to me (only Ministers can vote in the Cabinet). The Prime Minister and the Constitutional Court agreed to create temporary Deputy Ministries into the Ministry of Interior.
So the Deputy Ministers of Interior are the following:
