      The Ipeonic Empire (Ipeonic: Império Ipeônico), also known as the Empire of Ipeonia or Imperial Ipeonia, is an imperial federation composed of 22 federal Kingdoms and one federal district, the Imperial City of Arthuropolis, Capital District.

      With a total population of approximately 652,259 million people, the Empire of Ipeonia is a federal parliamentary semi-constitutional monarchy composed of four Political Powers: Executive, Legislative, Judicial, and Moderating. The latter is exclusive to the Emperor of Ipeonia.

    The Burgunic Parliament approved today, after much pressure from the Crown and the ruling party of His Excellency the Prime Minister Rolf Schindler, a reform that transformed Burgunia into a federal state. For a long time now, His Majesty the Emperor had been speaking in favor of the implementation of federalism in Burgunia.

    Her Imperial Highness visited the Empire of Sanemaria, leaving his son, the King of Bragantia, in Arturópolis, with his grandfather, the Emperor. Imperial Princess Margaret spoke briefly with His Excellency the Prime Minister Araponga Maarim, in what was considered a "friendly and enriching conversation". As Sanemaric tradition dictates, local Sanemaric monarchs, such as King Virgulinus of the Kingdom of Cangonia, personally received Her Imperial Highness. The Sanemaric Empire is divided into a suzerainty of constitutional monarchies whose dynasties date back to the native ruling families before the colonization of Sanemaria.

    And the preparations for the birthday of 48 years of His Majesty the Emperor Arthur continue throughout the Ipeonic Empire. The Imperial Household is issuing invitations to Heads of State and other ruling houses.

    Among them, we know that they were invited His Majesty the King Cupricus II of Elpia, His Majesty the Holy Emperor Daar Bahsk IV of Sorceria and His Majesty the Emperor Vãtieslav III of Siselania.

    The Ipeonic nation, proudly recognized as the longest-serving regional representative on the world stage, celebrates a significant milestone in its illustrious history. This longevity not only highlights the stability and resilience of our Empire but also testifies to the wisdom and effectiveness of our leadership over the years.

    Since its origins, the Ipeonic Empire has stood out for its ability to integrate and harmonize diverse peoples under its dominion. This unique skill has brought about an era of unprecedented peace and prosperity, where the reach of our imperial dominion was not synonymous with oppression but with unity and development. The Pax Ipeonica, as it is known, provided security and stability, allowing cultures to flourish and trade to expand in all directions.

    One of the greatest achievements of the Ipeonic Empire is undoubtedly the development of a general public Ipeonic legal extension. The common economy developed under our imperium also deserves mention, as it has provided a level of well-being and prosperity rarely seen in other nations.

    I, Emperor Arthur Philip Francis Caesar Augustus, find myself in Arturópolis to, considering the well-being of the peoples existing in any part of the Empire, proclaim and establish by this edict, the Ipeonic imperial cult as the official religion of the Empire and its constituent nations.

    Convinced that the spiritual unity of the Empire is essential for its stability and prosperity, and aware of the importance of the worship of the gods in maintaining divine favor over our lands and peoples, I decree that the Ipeonic imperial cult, which honors the imperial ancestors and the tutelary deities of the State, be the first and foremost public duty.

    I order that all temples and altars dedicated to the Ipeonic imperial cult be maintained in the highest reverence and that the priests in charge of these cults be treated with the respect due to their noble function. All the peoples of the Empire — Ipeonic, Corbitanic, Sanemaric, Aquilonalic, Elpian, Tatalic, and others — must recognize and revere the official cult, which shall be celebrated in all cities, provinces, nations, kingdoms, and similar entities, from Ipeonia to the most distant frontiers.

    I determine that, in official festivities, both public and private, offerings and prayers be made to the Emperor and the Ipeonic gods, so that divine protection may continue to watch over us. The days dedicated to the imperial cult shall be considered sacred holidays throughout the Empire, and those who refuse to participate in the ceremonies will be subject to the penalties provided by imperial law.

    However, we recognize the diversity of cults and beliefs present in our vast Empire. Those who practice other religions will be granted the freedom to continue in their practices, provided that these do not offend or prejudice the reverence due to the Ipeonic imperial cult. Other religions and cults must always be subordinated to the official cult, as a demonstration of loyalty to the Emperor and the common good.

    I also command that new statues and temples be erected in honor of the Emperor and the gods of the State in all major cities, as a symbol of the unity and power of the Ipeonic Empire. The necessary resources for such an undertaking will be made available from the imperial treasury, and the prime ministers shall personally oversee the execution of these works.

    Let this edict be read publicly in all squares, temples, and assemblies, so that no one may claim ignorance.     The Parliament of Ipeonia, August 17, 2024, in the city of Arthuropolis, noting that under the leadership of Arthur Philip Francis Caesar Augustus, the Empire of Ipeonia experienced a significant transformation in the structure of its government, eradicating all corruption endemic in the Ipeonic nation, reformed the infrastructure, and elevated the country from a near-feudal state to a modern, sovereign nation. His reforms have not only cemented Ipeonia as a powerful Empire but also brought unprecedented prosperity to its citizens.

    Under the guidance of the Emperor, a robust system of public health was established, providing free and effective healthcare to all Ipeonics. His administration conducted national censuses and implemented an efficient bureaucracy, ensuring the smooth governance of the Empire.

    By centralizing power and eliminating inefficiency and corruption, Arthur has made the Empire stronger and more united than ever before. His leadership has ushered in an era of peace, stability, and growth, and the Parliament hereby recognizes his absolute political authority, entrusting him with the full governance of the Empire. Henceforth, all legislative, military, and administrative powers are vested solely in the Emperor, thus becoming responsible for the administration of the entire Empire; for the army, for maintaining internal order and campaigns of conquest; and for the governments of the conquered nations and for the members of the Ipeonic Parliament.

    The Parliament of Ipeonia, on the current date of June 14, 2025, as decreed by His Majesty the Emperor Arthur Philip Francis Caesar Augustus, makes it known and complies with:

    All industrial and state-owned companies located in the Ipeonic Dominions will be immediately privatized, except for metropolitan companies whose headquarters are in Ipeonia itself. The transfer process for these entities will be conducted by the respective local governments, in compliance with the protocols and laws established in the Empire.

      The Emperor announces that the new goal for the imperial economy will be to reduce the tax rate and increase the average disposable income, aiming to overcome the stagnation faced throughout the territory of the Ipeonic Empire.

        Located as the administrative and political center, the Metropolis will charge taxes from its Dominions to ensure the sustainability of the economy and regime of Ipeonia itself, thus enabling the development and progress financed by the metropolitan government to continue. In return, all other welfare services, internal and external taxes, will be reduced to absolute nothingness.

Since the fall of last King of Ipeonia, the Empire has undergone an abrupt territorial expansion — comparable, metaphorically, to a political organism fueled by institutional steroids. However, this expansion did not occur through dynastic rooting or the organic evolution of monarchic institutions. Rather, it was driven by personal loyalty enforcement, replacement of traditional state structures, and the construction of an imperial cult centered on the figure of Arthur of Ipeonia. Unlike other established monarchies — such as the Federal Monarchy of Novespes, now Elpia, the Kingdom of Andevar, or the former Selanese Empire — Emperor Arthur does not descend from a noble lineage widely recognized within the global aristocratic canon. With the passing of time, Emperor Arthur of Ipeonia is no longer the same man who, two decades ago, personally led imperial troops on the battlefield, delivering impassioned speeches, commanding offensives in person, and embodying an almost messianic expansionist ambition. At that time, he was a combative and charismatic head of state, whose mere presence at the front imposed respect and mobilized unconditional loyalty. Today, however, he is a visibly aged emperor, more reflective and deliberative, far removed from the image of the vigorous commander of the past. The Arthur of now shows clear signs of physical wear, avoids prolonged public appearances, and has adopted a more consultative posture — more tolerant of the imperial bureaucracy he once disdained. Yet, this transition also underscores a dangerous paradox: the concentration of power in a single individual, now physically vulnerable, with no recognized heirs or clearly defined succession. As the emperor retreats from the forefront, the empire rests increasingly on a symbolic structure — one that remains stable only as long as he does.

      He has become an unshakable patriarch, calm-spoken, who negotiates from the shadows and never raises his voice — for his gaze alone is often enough to resolve a matter. His counsel is rare, his judgments feel final. He speaks only what is necessary, but listens far more than he lets on. The Emperor commands loyalty not through fear, but through a persistent sense of personal debt he imposes on those to whom he once extended his favor. His allies treat him with near-religious reverence; his enemies with utmost caution. Though he no longer walks among the ranks of his armies, his shadow still lingers through every hall of power. Arthur of Ipeonia has become a living institution — discreet, paternal, and merciless. His rule is no longer exercised through physical authority, but through the weight of his words, the memory of his presence, and the silent expectation of repayment.       “When in the course of human events, it becomes necessary for the races and kingdoms, once under the yoke of fragmentation and oppression, to assume among the powers of the earth the position of independence and union to which the laws of nature and of the Creator entitle them...” Thus we wrote and declared in the act of foundation of this imperial federation.

      However, forgetting the lessons of our own past, time has transformed us into the very dominating force that today projects itself over the Overseas World. And I, before history and before you, am the most responsible for this. In my ambition to build a stronger Ipeonia, I extended our authority across the seas over various peoples.

      But history does not tolerate contradiction. We cannot celebrate freedom in our archipelago while holding the peoples of the Overseas in tutelage. Today, in the exercise of the prerogatives that the Political Constitution grants to the Moderating Power, and before this august Parliament, I call a plebiscite for all our Dominions, Protectorates, and Colonies — to be voted on by all races and peoples currently residing in those lands.

      It will be up to them to decide their own destiny: whether they will definitively integrate into Ipeonia as sovereign federal Kingdoms, enjoying the same dignity, representation, and rights as the nations that compose this Empire, or whether they will choose summary and absolute independence.

      To this end, I direct my Cabinet to submit to this House, within the constitutional deadline, the budgetary and logistical bill for the organization of the ballot boxes in the Overseas. And I charge the Judiciary with appointing a neutral commission to oversee the vote counting alongside the competent international organizations.

      All parliamentarians were thrown into an uproar, as expected. Shortly thereafter, the entire Sarça Cabinet was summoned to a meeting with the Emperor, who formally tasked the Prime Minister and the Cabinet with drafting the Regulatory Law and allocating the necessary funds in the imperial budget.
      Fearing international rejection and corruption of the plebiscite, the Ministry of State invited the World Assembly to supervise the voting to ensure the integrity of the process.
      The Prime Minister, the Duke of Sarça, remained aligned with the Moderating Power; however, Parliament and his own Cabinet were at odds. It was the first time in the Empire's history that the Emperor had to exercise his imperial prerogatives to dissolve Parliament and the Cabinet, calling new elections and reappointing the Duke of Sarça as Head of Government with a more aligned administration.
      It was a lengthy, controversial, and politically tense process, but at the end of the voting, all territories accepted becoming federated Kingdoms.
      On the streets of the metropolis, part of the population viewed the imperial act as a form of tyranny — despite it being strictly within constitutional limits — while another part recognized the brilliance of the political maneuver. The Emperor exercised power without direct authorship, for although the decisions were formally issued and framed by Parliament and the Cabinet, it was well known that they stemmed from the constitutional authority of the Moderating Power vested in the Emperor, who could dissolve Parliament and dismiss Cabinets until the parliamentary landscape aligned with his vision of governance, defeating them through exhaustion.
