The inaugural Imperial Cup has made international headlines after BioSyn Valley defeated Tradewinds Shipping Co 4–3 in a chaotic opening fixture to secure the title of official sponsor of the Imperial Cup. Tradewinds initially controlled the match with disciplined passing and relentless movement, taking a 3–1 lead into the second half, but BioSyn's players responded with a remarkable display of speed and physical ability. Several of the pharmaceutical company's players appeared capable of running far beyond the limits of ordinary athletes, with one forward reportedly clocked at a speed that left stadium officials questioning whether their timing equipment was malfunctioning.

The controversy only intensified after the final whistle, as footage emerged of BioSyn's medical staff collecting biometric data from players while refusing to answer questions about the team's unusual physical capabilities. The purposes of this bill are:

SECTION IIa. AMENDMENTS FOCUSING ON THE VICE PRESIDENT AND ACTING PRESIDENT

The President represents the Liberal Democratic Union in the World Assembly, serving as the WA Delegate, and presides over the Administration.
The President is elected by the Congress of the Liberal Democratic Union by a poll on the Regional Message Board (RMB) every four calendar months and may serve for a maximum of two consecutive terms. Eligibility for candidacy for President requires citizenship of at least one calendar month.":
In the event that the President has resigned, been inactive for 10 full calendar days, has ceased to exist, has been ejected from the region for any reason or has been recalled, the Home Secretary will become Acting President, with all the roles and responsibilities of a President. If the President has been recalled, has resigned, has ceased to exist naturally or due to the actions of NationStates moderators, has been inactive for 21 calendar days as marked by the "most recent government activity" timer, has left the region for 24 hours without good reason or has been ejected from the region, the Acting President must call for Presidential elections without delay. If the President returns from inactivity before any of these conditions have been met, then they will resume their roles and responsibilities as President.
In the event that, for whatever reason, there is no Home Secretary or they have also met any conditions that require the formation of an Acting President, the role of Acting President will instead be filled by the Foreign Secretary. If that role too is unfulfilled or they also meet any conditions that require the formation of an Acting President, the role will instead be fulfilled by the Speaker of Congress. If that role too is unfulfilled or the Speaker also falls foul of any conditions that require the formation of an Acting President, the Governor must call an election and fulfill the role of the Speaker of Congress (and Home Secretary for the Speaker's election) immediately.

If there is nowhere further on the hierarchy for the role of Acting President to travel, then it ascends to the front again. If the hierarchy is empty, then the Director of Role-Play will become Acting President.

c) to coordinate government policy and maintain good communications between the Government and Congress as well as inter-governmental dialogue.

New positions may be created by a constitutional amendment, and existing positions may be abolished the same way. No positions may be arbitrarily defined or created for any reason, and all must have a specific purpose in the regional government.
These rules do not apply to extra-governmental positions, such as Speaker.

The Home Secretary has oversight of all non-legislative domestic bureaucracy, and ensures that the Constitution is being followed and compiles records for Congress. Their executive responsibilities are:

b) cross-referencing the Declaration of Alternate Accounts with undeclared alternate accounts of the Administration, Speaker or Successor and alerting Congress to discrepancies,
c) ensuring that only members of Congress who have an endorsement on the President have citizenship status, although this responsibility is waived during the grace period underlined at VI. Elections.
If the Home Secretary's Most Recent Government Activity reaches or exceeds 7 days, then the bearer of the executive responsibilities of the President temporarily assumes those roles. SECTION III. ENACTMENT
Section II will take effect immediately if passed by Congress. Section IIb, Vice President, will be rendered null and void if the Consitutional Clarification and Abolition of the Vice Presidency Amendment 2026 is not repealed by 00:00 BST on the 1st of October, 2026. Section IId, Home Secretary (regarding the line of succession and immediately above), will take effect immediately if Section IIb's conditions are met.

Section IIb of the Clarification of Executive Responsibilities Amendment will be rendered null and void whilst IId of the same bill and IIa of the CC and AVP Amendment will enter full legal force. If you wish to trigger a constitutional amendment to repeal this legislation, it is too late - the minimum debate period of 5 days, followed by voting of 3 days, would lead to a minimum vote ending on the 2nd of October. As such, the Vice Presidency shall be soon abolished and its responsibilities transferred.

Personal Statement

Four months ago, Appalachia was elected with a promise of great reform, and initially we had good contact, with Appalachia providing some support on the abolition of the VP amendment, and we got along well, which may surprise a few here considering our previous adversarial opinions of each other. While I did not agree with all of what he outlined, it is not my job to veto laws because I don't like them and I would've regardless helped refine and push it through Congress. Generally, things were bright. We even had a small crisis in early July, as you may remember, where a certain resident of one of our embassy regions, and to quote him, "In other words, the most important thing in NS is coups." (links: page=rmb/postid=62029446 , page=rmb/postid=62031546 .) While I believe my conduct in this incident was not perfect and I should've been less reactive on the RMB, good relations were built from the incident - an attempt to drive a wedge between the LDU and SLP via closing embassies was very quickly dealt with - bringing us closer to the Scandinavian Liberal Paradise, which shot up in the Summer but since has stagnated again. Regardless, I have taken notes on their rise and hope to emulate it in the future.
Unfortunately, not everything went well - the initial reading of the Abolition of the VP amendment failed, and was resubmitted (and passed!). I kept in good contact with Appalachia up to mid-July, when messages started to decline, and our last contact was July 24. I won't explain the details of our conversations, or what Appalachia was promising, but for reasons unknown to me they lapsed into inactivity, coming on once more before eventually being recalled and CTEing.

Generally, this term has been a success for me, about on par with last year. My lack of writing bills in August and September was simply because I have started to run out of ideas; a lot of the reforms I have wanted to implement have passed now, which is why I ask Congress, each and every person here, to take a look at the region, suggest improvements in my telegrams, and get more active in the democratic process. Due to term limits, I will not be contesting a third consecutive term as Speaker, which means it's someone else's turn, I'd recommend you to give it a shot, as it's a good role that requires some knowledge (I will admit I reread the constitution more times than I thought I would because I'd forgotten a part of it) and you get to help potential bills and amendments, as well as create your own. I will still offer my services to help crafting bills, but obviously I do not intend to become a shadow Speaker and the ultimate authority lies with my successor. I do intend to run for my seventh consecutive term as a RO, eighth if you count my term as Judge, although I am still well off Potenzia's record of 15 consecutive terms as a RO, and Sjevre's 16 if you count Governor. (If you count successor, Potenzia reclaims the top with 18). I have an idea for what I wish to run for, but I will, as is hopefully obvious, not say.

I request Congress to, again, fill out every available role in the nominations coming up. With one removed, one reformed and the changes making Presidential runs easier, only 4 (President, Speaker, Home Sec, Foreign Sec) are to be contested, and even if you don't want Speaker this is a great opportunity to build relationships, help with the running of the region and get the ropes of governance, which will serve you well permanently across NationStates. Additionally, the Clarification of Executive Responsibilities means you now have an easier understanding of what each role requests; and even if you don't, two roles of the President, to quote the Constitution, are:

"b) To provide general oversight to the Home Secretary and Foreign Secretary, providing advice if asked and providing support to their jobs"
and
"c) to coordinate government policy and maintain good communications between the Government and Congress as well as inter-governmental dialogue."

Overall, this term, especially in the first two months, has been a success. The first ever use of recall went smoothly and power was transferred to current president Tuthar without trouble, RP has struggled but that is just due to the general sharp fluctuations this region has had in RP - I predict another wave by early November -, and while we did not expand in foreign policy, we did defuse a small crisis in a way favourable to both regions and there have been no real domestic crises spare Appalachia, and now we have the precedent and we now know what to do if that happens in the future.

I look forward to the oncoming government, which will be overlooking general winter festivities, the Anniversary of the Region on the 11th of December where the yearly Awards and Accolades will be handed out, and Featured Day on December 28th, which we may all miss because of the aforementioned winter festivities, and to top it off, Jan 13 is Constitution Day! :)

A BILL to establish public holidays on certain dates to enrich historical knowledge of the region among Congress, increase consistencies on notable events (such as awards) and bolster the culture of the Liberal Democratic Union.

SECTION I. PURPOSE

The purpose of this bill is to establish public holidays on certain dates in order to increase general awareness of the region's history and notable events, as well as mandating actions on certain dates, and finally to increase the sense of community among Congress' members.

SECTION II. BILL

ARTICLE I: Congress will recognise certain dates of the Gregorian Calendar as 'public holidays', with mandatory events on that day in bold, and the reasoning for these dates to be set as 'public holidays' will be italicised.

13th January - Constitution Day
This is the anniversary of the first Constitution, dated 13th January 2021.

1st February, 1st June and 1st October - Election Days
The Speaker must begin the election process on an Election Day.
This public holiday marks the start of each election season.

28th February and 28th August - Liberation Days
This is to commemorate the liberation of the Liberal Democratic Union from raiders on the 28th of August 2021 and the 28th of February 2023.

17th May - Liberal Democratic Union (LDU) Day
This day, overlapping with when we shifted from an executive WA to a non-executive WA delegate and thereby became safe from raiding, that day being the 17th of May 2023. This day is to reflect on the values of the LDU and celebrate its achievements.

11th December - Anniversary of the Liberal Democratic Union
The yearly Awards and Accolades of the Liberal Democratic Union must be distributed on this day, by the governor.
This day commemorates the founding date of the Liberal Democratic Union, the 11th of December 2020.

28th December - Featured Day
This day commemorates the day the Liberal Democratic Union was featured, the 28th of December 2025.

ARTICLE II: These public holidays will cover the entire day, and are not bound by a specific timezone.

SECTION III. ENACTMENT

This bill will take effect immediately upon passage by Congress.
