It depends on what part of the country you're in. If you're towards the coast, it'll usually be by ferry or by personally-owned boats, whereas areas further inland usually take a liking to general aviation, whether it be helicopters or small aircraft.

Although Vasillians generally prefer driving to work, national train stations continue to serve a high volume of passengers.
Despite the two cruise ship incidents, boat... all my major cities are on the coast, even before the civil war because the counties were all inland and got screwed internally and economically due to the first one.
