I disagree with the proposal, first of all, this could damage magnetism, and second of all, u have to realise that Edoca is growing, and more active members is something to cherish not punish. As long as nations are not spamming, I see nothing wrong with them talking here, after all, that’s kinda what an RMB is for.

1st Edocan Congressional ElectionEdoca's Congress is stronger than meets the eye. You not only get the chance to throw your hand in the ring of lawmaking, but have the ability to scrutinize and work alongside the Directory to produce a more competent and growth-compatible Edoca. Some powers include the ability to confirm appointments to the Directory, confirm interregional agreements, guide and create regional programs, and many other blanks to be filled in as the legislature enters activity again.
Congress will contain 3 independent members (MCs). Any further changes to the legislature, including to the number of MCs and the de-nonpartisan-sizing of the chamber are to be decided by referendum or by Congress itself.
This election will be the first to not be held by NationStates poll. There will be a Google Form posted on the beginning of voting where voters should input their voter ID then vote. This is to accommodate for the method of voting (That being allowed to select up to 3 candidates).
Do the following:
Be a valid citizen of Edoca who has been such before October 18th and be one who possesses a valid voter ID. Secretaries of the Directory are allowed to run, but must forfeit their original position if they are elected.
Create a campaign dispatch introducing yourself, your experience, your policies/plans and why Edocans should vote for you. Please note that conflicts of interest (i.e. Citizenships and/or positions held in other regions) must be mentioned, unless negotiated otherwise with the Government of Edoca.
Register your candidacy by telegramming Elections Edoca the following:
[b]Election Registration[/b] Election: 1st Congressional Link to campaign dispatch: Oath: I, CANDIDATE, swear that the information provided in the above dispatch is honest, and that I shall do no intentional harm to Edoca and its inhabitants.
Wait to be registered. If you are rejected, the reason will be provided and you may be able to rectify any errors.
If registered, begin campaigning. Ethical methods of campaigning includes posting your dispatch once-a-day on the RMB, respectfully telegramming other citizens, and changing your national custom fields (i.e. flag, pretitle and motto). Your dispatch will also be listed below.

Because that's limiting the idea of freedom of speech by telling people how often they can post here, as long as it's not spamming I for one have no problem with it. Edit: Also if people aren't able to catch up with the number of messages they can just ask somebody else to catch them up to speed, which devalues the idea further. If it's really that big of a deal then people can just skim through all the messages
