The Tired Anti State of Hiltavia is a colossal, orderly nation, ruled by Zombie Robert Bob Hilton with an iron fist, and notable for its compulsory vegetarianism, free-roaming dinosaurs, and complete lack of public education. The hard-nosed, hard-working, cynical population of 3.757 billion Hilts are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The medium-sized, corrupt, well-organized government juggles the competing demands of Industry, Administration, and Law & Order. It meets to discuss matters of state in the capital city of New Hilton City. The average income tax rate is 43.2%, but much higher for the wealthy.
