Depending on the Region in which each nation operates, these can participate individually or collectively. Each entity is limited to 1 submission.

Nations from the following regions can present individual submissions (1 entry per nation):

• Portugal

• European Union

• Europe

• Forest

Nations from the following regions can present collective submissions (1 entry per region):

• Everyone else

The submited songs have to be in agreement with the following rules:

• Belong to an artist with less than 2 Million Monthly Listeners on Spotify (if the artist is not on Spotify we will accept it by default);

• Song Duration should be at most 3:30 minutes;

• In the case of repeated artists between different submissiosn, the entry submited first will have priority and the following ones will have to change their selection.
  

To emulate the voting system used at Eurovision, the final vote will be divided in two components with the same weight: the National Jury Vote and the Public Vote

• For the Jury Vote, one form will be provided only to the participants giving them the chance of attributing votes to up to one third of the submited songs.

• For the Public Vote, one form open to the community will be shared, allowing everyone to vote in their songs of choice (selecting up to 3).

In the final, these votes will have the same weight and the final points will be the sum of both.

In the case that the number of submissions exceeds a given value determined by the organizers, the entries will participate in a qualifying round. The songs will be distributed randomly between the different groups and a simple jury vote will be conducted to pick the qualifying entries that will go on to the final round, where the previous rules apply.
