Understanding the certain risks and dangers relating to nuclear energy generation,

Recognizing the effort and expertise required to maintain nuclear energy infrastructure, and the investments required to fuse and split the atom,

Concerned about the potential mismanagement, misunderstanding, and misuse of nuclear power,

Aiming to establish a concrete, just, and fair governing body to oversee and regulate safe nuclear generation efforts in member nations, establishes the following:

  1. For clarity, defines:

    1. “Nuclear Energy”, for this resolution only, as any type of commercial or national power infrastructure, consisting of more than one structure, which uses energy from the interactions of an atomic nucleus with another subatomic particle or nuclei, and propagating any form of radiation or danger of nuclear contamination;

    2. “Criticality”, as any nuclear chain reaction that is self-sustaining, where each splitting atom releases enough neutrons to maintain a chain reaction under the control of Reactor Operators, in terms of Nuclear Fission;

    3. “SCRAM”, as any emergency shutdown or automatic safety system in any nuclear energy, that forces the nuclear reaction to slow to a significant degree, or stop;

  2. The International Nuclear Compliance Commission (INCC) is established and funded as the World Assembly organization with the chief end of regulating and ensuring the safe use of Nuclear Energy. INCC shall then be responsible for the following duties:

    1. INCC shall publish and maintain an extensive list of safeguards, rules, regulations, and precautions that World Assembly members will subscribe to, defining the safe use and operations of Nuclear Energy, with revisions as needed;

    2. For member nations with no Nuclear infrastructure, the INCC will oversee any attempts to achieve criticality, and provide reasonable assistance when needed or requested by any member;

    3. Audit and ensure the compliance of member nations’ nuclear energy infrastructure, verifying that all operations are up to INCC standards; however, any facility inspections shall require the full voluntary consent of host nations;

    4. Maintain a safe clause of security around nuclear power, and educate and inform those nations wanting to learn more about the atom, its uses, and the boons of nuclear energy;

  3. INCC shall, under good rapport and audit, establish, affirm, and administer the following non-autonomous organizations:

    1. The Advisory Committee on Reactor Safety (ACRS), to advise the Commission, concerning national law, the hazards of proposed or existing reactor facilities in member nations, and to establish a safe working environment and sound SCRAM systems;

    2. The Emergency Nuclear Response Organization (ENRO), to coordinate response time, emergency efforts, and flow of information in the time of a nuclear disaster, with report to the INCC, and to assist with humanitarian organizations and national emergency response to convey prudent information on the disaster;

Declares the atom a safe, now regulated, source of energy.

This resolution creates the International Nuclear Compliance Commission, tasked with overseeing, regulating, and auditing nuclear energy and facilities thereof. The resolution goes on to create subsidiary organs of the International Nuclear Compliance Commission, with more narrow focuses on specific aspects of nuclear energy safety, such as emergency response. The URA supports the safe generation of energy, and thus urges a vote FOR this resolution.

URA World Assembly Recommendation

Repeal: “Commend Vilita and Turori”

Security Council Resolution #309 “Commend Vilita and Turori” shall be struck out and rendered null and void.

The Security Council,

Recalling the passage of Commend Vilita and turori in May 2020, which sought to commend the nation for its awe-inspiring successes and extraordinary contributions to the international sports community,

Questioning the merits of that resolution in light of an investigation conducted three years thereafter that exposed Vilita for a litany of grave and reprehensible transgressions committed against that community,

Observing that Vilita’s efforts to foster “a welcoming environment” are enervated by the revelation that they themselves engaged in a behaviour that was both unbecoming of a nation considered a pillar of the international sports community and one commended by this august body:

  • Vilita sent the puppet nations of United, Racing, and Esportiva to terrorize Esportiva's regional message board. Vilita and any other nations under its control would wind up being proscribed from ever setting foot on Esportiva.

  • Esportiva’s plight was not an isolated incident, as Vilita employed the same tactics under the nation of Pirahna to target The Western Isles.

Repulsed by how Vilita founded two nations which misled the community into believing other prolific nations were engaged in illegal puppetry, causing lasting damage to these nations’ credibility until evidence of their innocence came to light after the investigations:

  • East neutralia, signed up for two editions of the Copa Rushmori (Editions XXX and XXXVIII), had a flag bearing resemblance to that of Rushmore resident Oberour Ar Moro.

  • New old forest, who had signed up for the Di Bradini Cup 50 immediately after its founding, was widely assumed to be an undeclared puppet of TJUN-ia.

Appalled that Vilita’s criminality does not end there, as Vilita’s worst offenses came in the form of trying to circumvent community regulations by surreptitiously sneaking puppets into multiple competitions undeclared, most notably:

  • In World Cup 19 (WC19), Vilita entered 11 undeclared puppets, including Crystilakere, which would go on to win WC19. Throughout the entire tournament, Vilitan sporting officials refereed each of the would-be victor’s matches.

  • In World Cup 22 (WC22), Vilita entered 9 undeclared puppets, including Oaker, which finished second. Vilitan sporting officials refereed every one of Oaker’s matches except the final.

  • In World Cup 95 (WC95), both of the aforementioned puppets’ appearances were declared null and void: Crystilakere’s title was declared vacated; Oaker’s final appearance met the same fate.

  • In World Cups 13 through 27, Vilita would enter 16 other undeclared nations into the competition.

Acknowledging that being granted assent to host a sporting competition anywhere across the multiverse is an honour conferred to those who have earned the trust of the wider sports community,

Saddened that Vilita had, prior to being exposed, been considered a role model to many up-and-coming nations seeking to summit the mountaintop of sporting glory, and that said aspirants sought to model themselves after Vilita,

Noting the subsequent outcry in reaction to Vilita’s shocking misdeeds, culminating in not only its shunning but its expulsion from the Executive World Cup Committee (EWCC) and World Cup Committee (WCC),

Therefore lamenting Vilita’s fall from grace, as the revelations of their duplicity and misconduct were not only antithetical to what was expected of such an applauded and revered nation, but also broke the hearts of an overwrought international sports community awash in a flood of unthinkable grief, incredulity, and indignation,

Laying bare the many repugnant and shameful actions committed by Vilita that are utterly antipodean to the noble virtues embodied by other nations enshrined in the pantheon of those commended by the Security Council,

HEREBY repeals “Commend Vilita and Turori.”

The URA is aghast at this level of foul play, and thus urges a vote FOR this resolution.
