The Borderlands of Scaliun is a very large, efficient nation, notable for its frequent executions, feral children, and complete lack of prisons. The hard-nosed, cynical, humorless population of 379 million Scaliunians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, well-organized government prioritizes Defense, although Law & Order, Administration, and Healthcare are also considered important, while Spirituality and International Aid aren't funded at all. It meets to discuss matters of state in the capital city of Slagtown. The average income tax rate is 44.6%, but much higher for the wealthy.

The very strong Scaliunian economy, worth 38.7 trillion Sckellks a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, fairly diversified black market in Arms Manufacturing, Information Technology, Uranium Mining, and Retail. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 102,101 Sckellks, and evenly distributed, with the richest citizens earning only 2.7 times as much as the poorest.

Thousands of picky mothers-in-law have been recruited to serve as even pickier cookery instructors, it is illegal to distribute Girl Guide Cookies without an advanced food hygiene diploma, the only place where one can see the Scaliunian cherry tree is in a museum, and the military is recruiting war criminals to join its weapons research teams. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Scaliun's national animal is the Dragon, which teeters on the brink of extinction due to toxic air pollution.
