The Holy Light of Kaidan is a colossal, genial nation, ruled by Kai with a fair hand, and remarkable for its rum-swilling pirates, national health service, and restrictive gun laws. The compassionate, democratic population of 4.165 billion Kaidanians love a good election, and the government gives them plenty of them. Universities tend to be full of students debating the merits of various civil and political rights, while businesses are tightly regulated and the wealthy viewed with suspicion.

The large, socially-minded, outspoken government juggles the competing demands of Education, Administration, and Healthcare. It meets to discuss matters of state in the capital city of Kyon. The average income tax rate is 91.2%, and even higher for the wealthy.

The frighteningly efficient Kaidanian economy, worth 660 trillion marks a year, is led by the Information Technology industry, with significant contributions from Tourism and Book Publishing. State-owned companies are common. Average income is an impressive 158,600 marks, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

There are no more heroes any more, the bonfire of the old paper records can be seen for miles around Kyon, male med students learning female anatomy do so with their eyes tightly closed, and truancy is as easy as clicking a camera icon. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Kaidan's national animal is the dove, which soars majestically through the nation's famously clear skies, and its national religion is Kaidanism.

Kaidan is ranked 3,192^nd in the world and 13^th in Starlight for Largest Welfare Programs, scoring 7,712.43 on the Safety Net Mesh Density Rating.
